Site work for a water / sewer project in Chapmanville, West Virginia. Completed plans call for site work for a water / sewer project.

The work to be bid upon is described as follows: Replacement of existing screen and grit unit, headworks shelter, new submersible plant pump station, conversion of existing concrete package plants to batch reactor treatment technology, new blowers, new concrete chlorine contact basin, effluent submersible pump station, digester modifications, precast concrete chlorine building & appurtenances, precast concrete lab/office building, piping, electrical work, site work, demolition, emergency generators, pumps, controls, upgrade of existing Elloise, East Side and old City Hall pump stations, flow meters, automatic samplers, lab equipment, lab furniture and all other appurtenances shown on the plans and/or detailed in the specifications that are necessary for a complete and operable wastewater treatment system upgrade. The total construction time for this contract is limited to five hundred forty (540) consecutive calendar days from the date specified in the contract documents. The work to be bid upon is described as follows: 3,800 LF 8" Gravity Sewer Pipe (GSP), Complete in Place (CIP); 50 LF 8" Ductile Iron Gravity Sewer Pipe (DIP), CIP; 280 LF 6" Gravity Sewer Pipe (GSP), CIP; 2200 LF 4" Gravity Sewer Pipe (GSP) Service Lateral, CIP; 35 EA 8"x8"x4" PVC Wye, CIP; 4 EA 8"x8"x4" DIP Wye, CIP; 2 EA 8"x8"x6" PVC Wye, CIP; 4 EA 6"x6"x4" PVC Wye, CIP; 1 EA 8"x8"x8" PVC Wye, CIP; 4 EA 4' Dia. Manhole (0-6' depth) w/ring & cover, CIP; 17 EA 4' Dia. Manhole w/ring & Bolt down water tight (BDWT) Cover, CIP; 5 VF 4' Manhole (Extra Depth), CIP; 1 EA Replace Existing w/5' Dia. Drop Manhole w/ring & BDWT Cover, CIP; 6 EA 4" Gravity Cleanout w/Ring & Cover, CIP; 1 EA 6" Gravity Cleanout w/Ring & Cover, CIP; 1 EA 8" Gravity Cleanout w/Ring & Cover, CIP; 1 EA Connect to Existing Manhole, CIP; 4 EA Replace Existing w/4' Dia. MH w/Ring & BDWT, CIP; 42 EA Locate existing lateral, disconnect existing lateral & reconnect existing lateral to the new lateral, CIP; 1 LS 8" Type D Creek Crossing, CIP; 275 LF Type A, 1,200 LF Type B, 210 LF Type C, 100 LF Type E, and 1,800 LF Type "AM" Trench Replacement, CIP; 1,800 LF 1 1/2 " Full Width Asphalt Overlay w/shoulder stone, CIP; 75 LF Rip Rap, CIP; 100 Ton Special Fill Material, CIP; 1 LS Pre-construction Video, Complete Contract & Delivered to Owner; 2 EA. Engineer's/Contractor Office, CIP & Maintained (Duration of Construction); 1 EA Site Sign, CIP & Maintained for Entire Length of Project; 1 LS Mobilization/Demobilization, Complete and all other appurtenances shown on the plans and/or detailed in the specifications that are necessary for a complete and operable wastewater collection system. The total construction time for Contract No. 2 is limited to one hundred eighty (180) consecutive calendar days from the date specified in the contract documents. The two envelope system will be used for bidding this project. Envelope No. One (1) will contain the required bidder information as outlined in the Contract Documents. Envelope No. Two (2) will contain the Form of Proposal only and be separate from Envelope No. 1. The two (2) envelopes shall be held together with clips or rubber bands. Both sealed envelopes containing the Bidder Information and Form of Proposal must have the following information clearly printed or typed on the front lower left hand corner of each envelope: A Bidder may not withdraw his bid for a period of ninety (90) days after the date set for the opening of bids. All Bidders are required to have a West Virginia Contractor's License as per Section 21-11-11 of the WV Code. The prospective bidder's license number must be included in the Envelope No. 1 as per the Bid Opening Checklist. All subcontractors shall furnish their WV Contractor's License number to the prime contractor prior to award of the contract. Bids shall be accompanied by a certified check or bid bond payable to the Town of Chapmanville, Logan County, West Virginia, in an amount not less than five percent (5%) of the base bid. Bidders must hold a current West Virginia Contractor's License on the date of Bid Opening. The Town of Chapmanville reserves the right to reject any and all bids. Bidders on this work will be required to comply with the President's Executive Order 11246. The requirements for Bidders and Contractors under this order are explained in the Specifications. The low responsive Bidder is required to submit to EPA a statement in accordance with Executive Order 11246. Contractors are required to comply with all laws pertaining to prevailing wage rates for the State of West Virginia as issued by the Division of Labor and the Federal wage rates issued in accordance with the Davis Bacon Act. The contractor will be required to pay the higher of the State or Federal wage rates appropriate for each worker classification. Any contract or contracts awarded under this Invitation for Bids are expected to be funded by a loan from the State Revolving Fund (SRF). Neither the State of West Virginia, the United States nor any of its departments, agencies, or employees is or will be a party to this Invitation for Bids or any resultant contract.
