Bids received after the time fixed for Bid Submission will not be considered. All bid proposals shall be accompanied by a proposal guarantee (certified or cashier's check or approved bond) payable to the City of Sumner in an amount not less than five percent (5%) of the amount of the proposal price. Should the successful bidder fail to enter into such contract and furnish the satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to the City of Sumner. The City of Sumner reserves the right to waive informalities in the bidding, accept a Proposal of the lowest responsible Bidder, reject any or all Bids, republish the Call for Bids, revise or cancel the work, or require the work to be done in another way if the best interest of the City is served. The work includes the following: Sidewalks improvements at various locations, including Elm Street, Main Street East and Sumner Avenue, as well as various minor sidewalk and ADA improvements throughout the City and other work, all in accordance with the attached Contract Plans, these Contract Provisions, and the Standard Specifications.
