Renovation of a municipal facility in Torrington, Connecticut. Working plans call for the renovation of a municipal facility.

**As of September 17, 2019, bids were rejected for being over budget, but will rebid later. For Litchfield Hills Regional Animal Facility Bids to receive consideration, must be in the hands of the authorized representative, no later than the day and hour mentioned above. Bids received after the specified date and time, as determined by the Purchasing Department's clock, will be rejected. Each bid must be submitted on the forms provided, and in a sealed envelope which bears on the outside and clearly identifies the name of the bidder, his address, the name of the project for which the bid is submitted, bid number and bid opening date/time. Bids to receive consideration, must be in the hands of the authorized representative, no later than the day and hour mentioned above. Bids received after the specified date and time, as determined by the Purchasing Department's clock, will be rejected. Each bid must be submitted on the forms provided, and in a sealed envelope which bears on the outside and clearly identifies the name of the bidder, his address, the name of the project for which the bid is submitted, bid number and bid opening date/time. Bid Security: Bid security, payable to the City of Torrington, is required in the amount of ten percent (10%) of the base bid proposal, and shall be in the form of a certified check or Bid Bond. Bid Bonds must be AIA Document A310 or comparable legal bond form, issued by a Surety Company licensed in Connecticut. Performance and Labor and Material Payment Bonds: Performance, labor and materials payment bonds are required in an amount equal to one hundred percent (100%) of the accepted bid for the full monetary amount of the Contract, and shall be included in the bid price. AIA Document A311, or comparable legal bond form, shall be used as the form for the bond, except that such bond must be consistent with Supplementary Instruction to Bidders. The City of Torrington, in consultation with The Northwest Hills Council of Governments, reserves the right to award or reject any or all bids, or any portion thereof, to waive technicalities, to award the contract to a bidder other than the lowest bid and to award the bid and/or contracts to one or more bidders submitting essentially identical proposals and, that in the city's judgment, will best serve the public interest. All Bids will be considered valid for a period of ninety (90) days. No bidder may withdraw his bid within ninety (90) days after the date of the bid opening.
