Liquidated Damages $100 per calendar day Bid 10.0% Performance 100.0% Payment 100.0% The San Bernardino Associated Governments, doing business as the San Bernardino Council of Governments, (SBCOG) invites sealed bids for preparation of the Electric Vehicle Infrastructure Site, hereinafter referred to as Project. All questions and/or approved equal requests related to this IFB must be put in writing and submitted to SBCOG no later than Wednesday, July 31, 2019 at 4:00 p.m. All questions and approved equal requests must be clearly labeled, Written Questions for IFB 19-1002214 and submitted electronically to: Alicia Johnson - Procurement Analyst procurement@gosbcta.com Questions and approved equal requests that are received after the deadline specified herein may or may not be responded to at the sole discretion of SBCOG, and the written responses will be posted via written addendum on SBCOGs website SBCOG is preparing to install electric vehicle (EV) charging stations at three parking locations as indicated below, and requires site preparation, including construction and electrical work as further noted in the site plans attached to this IFB. Purchase and final installation of the EV chargers is not required for this project; all work to be completed is in preparation for the final installation The awarded contractor shall possess a Class A - General Engineering Contractor license at the time of award through Project acceptance by SBCOG. Bidder shall ensure that all subcontractors comply with the appropriate licensing requirements as identified in the State of California Public Contract Code section 20103.5. As of January 1, 2015, all contractors and subcontractors bidding and performing work on Public Works Projects must register on an annual basis with the California Department of Industrial Relations (DIR), and effective April 1, 2015, furnish electronic payroll records for new projects to the Labor Commissioner. A contractor or subcontractor shall not be qualified to bid on or be listed in a bid proposal subject to the requirements of Section 4104 of the Public Contract Code, or engage in the performance of any contract for public work, as defined in Labor Code Section 1720, unless currently registered and qualified to perform public work pursuant to Labor Code Section 1725.5. It is not a violation of this section for an unregistered contractor to submit a bid that is authorized by Section 7029.1 of the Business and Professions Code or by Sections 10164 or 20103.5 of the Public Contract Code, provided the contractor is registered to perform public work pursuant to Labor Code Section 1725.5 at the time the contract is awarded. If the contract is awarded, the contractor will be required to comply with all applicable laws and regulations, whether or not specifically listed in this IFB or the contract. Award of this contract is subject to the availability, appropriation, and receipt of federal, State and/or local funds sufficient to carry out the work identified in this IFB.
