Site work for a civil project in Owensboro, Kentucky. Completed plans call for site work for a bridge / tunnel; and water / sewer project.

Bids are to be addressed to Kristi Winkler at the office of RWRA listed above and shall be marked Sealed Bid Breckenridge Tunnel Sewer Lining - Bid # 2019-32, and must also bear on the outside the Bidders name and address and the bid opening date. The scope of work for this contract includes geopolymer concrete lining of approximately 259 linear feet of 56-inch tunnel sewer, approximately 1122 linear feet of 72-inch tunnel sewer, approximately 15 linear feet of 6-ft x 6-ft tunnel sewer, approximately 130 linear feet of 66" plated tunnel sewer, and the tunnel sewer through 3-manholes and related appurtenances. No bid will be accepted unless the Bidder is a registered plan holder. This procurement will be subject to Kentucky Division of Water Procurement Guidance including the Davis-Bacon Act. Bidders must comply with Title VI of the Civil Rights Act of 1964, the Anti-Kickback Act, and the Contract Work Hours Standard Act and 40 CFR 31.36 L(3, 4 & 6). Bidders must comply with the President's Executive Order No. 11246 as amended, which prohibits discrimination in employment regarding race, creed, color, sex or national origin. This project will be in compliance with Executive Order 11246 (Equal Employment Opportunity) as amended. The Contractor/Subcontractor will comply with 41 CFR 60-4, in regard to affirmative action, to insure equal opportunity to females and minorities and will apply the time tables and goal set forth in 41 CFR 60-4 if applicable to the area of the project. The bidder will make positive efforts to use small, minority, women owned and disadvantaged businesses. The award will be made to the lowest, responsive, responsible bidder. This project will be funded by the Kentucky Infrastructure Authority (KIA) through a Federally Assisted Clean Water State Revolving Fund. Minority Bidders are encouraged to bid and Bidders must employ Good Faith Efforts steps to solicit participation of Disadvantaged Business Enterprises. Bidders must comply with the Anti-Kickback Act and the Contract Work Hours Standards Act. The owner reserves the right to waive any informalities or to reject any or all bids. No bidder may withdraw their bid within 90 days after the actual date of opening thereof. No Bid shall be received unless accompanied by a cashier's certified or bank check or a Bid Bond equal to five percent of the maximum Bid, payable to the Owner, as a guarantee that after a Bid is accepted, Bidder will execute and file the Agreement and 100% Performance and Payment Bonds, within 10 days of Notice of Award. Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the contract. All taxes are the responsibility of the successful Bidder unless specifically exempted in the Bidding Documents. All Bidders must comply with federal, state, and city Equal Employment Opportunity laws and regulations, which prohibit discrimination on the basis of race, color, religion, sex, national origin, age, marital status, physical or mental disability, or any other characteristic protected by law.
