All questions about the meaning or intent of the bidding documents are to be submitted in writing via Electronically. Interpretations or clarifications considered necessary by ENGINEER in response to such questions will be issued by Addenda. Addenda will be posted to Electronically and e-mailed to all parties recorded by Electronically as having received the bidding documents. Questions received less than five (5) days prior to the date for opening of Bids may not be answered. Only questions answered by Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect. The bidder is required to visit and carefully examine the site of the project, the work proposed, the proposal and specifications and to compute the quantities of labor and materials necessary for this project. It will be assumed that any incidental work will be taken into consideration in the bid and will not constitute a basis for claim for extra compensation. This is especially true for the placing of the wearing course on the cul-de-sacs when applicable and review areas for milling. The contractor may have to pave one half of the street one day and the other half on another day to provide property owners access to their properties. Bid security in the amount of ten percent (10%) of the bid shall be submitted. A certified check or bid bond, properly executed, must be enclosed with the bid proposal.
