The scope of work of this Contract will consist of permitting, drilling and installation of a potable water well at the Warren County District Landfill located in White Township, New Jersey. The contract will be awarded to the bidder submitting the lowest responsive and responsible bid to provide the specified goods and/or services. All bids shall be made on the forms furnished by the Authority, and shall be enclosed in a sealed envelope marked "Pollution Control Financing Authority, "Drilling and Installation of a Potable Water Well at the Warren County District Landfill, White Township, NJ", and mailed or hand delivered to the Pollution Control Financing Authority of Warren County, 500 Mt. Pisgah Ave., P.O. Box 587, Oxford, N.J. 07863. All proposals must conform to the models and directions contained in the Contract Documents, and must be submitted in a complete Contract packet. All bidders shall contact Mr. James Williams, Director of Operations of the PCFA at (908) 453-2174, ext. 234 to schedule a site visit. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27, regarding "Affirmative Action", and the requirements of 42 U.S.C. 121.01 et seq., regarding the Americans with Disabilities Act of 1990. The Contractor shall comply with all New Jersey Labor Laws, including the New Jersey Prevailing Wage Act, N.J.S.A. 10:5-3.1 et seq. and the New Jersey Public Works Contractors Registration Act, N.J.S.A. 34:11-56.48 et al. The Authority reserves the right to reject any and all bids or to waive informalities, deviations, and omissions therein, and to accept such bids and make such awards as may be in the best interests of the Owner.
