Notice is hereby given that the Pollution Control Financing Authority (PCFA) of Warren County is soliciting bids (hereinafter referred to as "RFB"), in accordance with the New Jersey Local Public Contracts Law, N.J.S.A. 40A:11-1 et seq., to install a landfill gas (LFG) collection system expansion into Cell 7 of the Warren County District Landfill. The project shall be referred to as the 2025 Cell 7 LFG System Expansion. The bid documents contain a full scope proposal. The work includes, among other things, provision and installation of vertical LFG extraction wells, 4-, 6-, 12- and 16-inch HDPE landfill gas header/lateral piping, valves, condensate management and LFG collection wellheads. The PCFA will not be responsible for delays caused by the United States Postal Service, private courier service, other express or package delivery service, or any other delays affecting delivery of a bid proposal. All information requested in the RFB shall be supplied as a complete bid proposal for evaluation by PCFA. The work includes, among other things, provision and installation of vertical LFG extraction wells, 4-, 6-, 12- and 16-inch HDPE landfill gas header/lateral piping, valves, condensate management and LFG collection wellheads. All work shall be performed in accordance with the Construction Plans, Technical Specifications, and other Contract Documents. All questions from bidders regarding the construction shall be submitted to PCFAWC by email at info@pcfawc.com or by fax at (908) 453-4241 by 3:00 PM prevailing time on June 11, 2025. Contract Documents will be available beginning at 11:00 AM prevailing time on May 28, 2025. A certified check or cashier's check, payable to Pollution Control Financing Authority of Warren County, or a satisfactory bid bond executed by the bidder in an amount equal to ten (10%) percent of the Bid total, but not to exceed $20,000, must accompany the bid proposal. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et. seq and NJAC 17:27 et. seq; and such other additional requirements as set fo1th in detail in the RFB. The Contract will be awarded in accordance with Local Public Contracts Law, N.J.S.A. 40A:l l-l, et. seq. The PCFA reserves the right to reject all Bids, or to waive minor irregularities in the Bidding. Bids may be held by PCFA for a period not to exceed sixty (60) days from the date of opening of Bids for the purpose of reviewing the Bids and investigating the qualifications of Bidders, prior to awarding the Contract. No Bidder may withdraw his Bid within this period. *The list of planholders and/or interested bidders is not being tracked by the stakeholders involved with this project.
