The work includes, among other things, the Construction of Cell 7 along with associated leachate collection system, electric service, landfill gas system, stormwater drainage systems, mechanically stabilized earth (MSE) berm construction, earthwork and restoration of the site to existing conditions. All work shall be performed in accordance with the Construction Plans, Technical Specifications, and other Contract Documents. All questions from bidders regarding the construction shall be submitted to PCFAWC by email at info@pcfawc.com or by fax at (908) 453-4241 by 3:00 PM prevailing time on December 17, 2020. Responses to questions will be distributed to all bidders on December 28, 2020. A certified check or cashier's check, payable to Pollution Control Financing Authority of Warren County, or a satisfactory bid bond executed by the bidder in an amount equal to ten (10%) percent of the Bid total, but not to exceed $20,000, must accompany the bid proposal. p Bidders are required to comply with the requirements of N.J.S.A. 10:5 31 et. seq and NJAC 17:27 et. seq; and such other additional requirements as set forth in detail in the RFB. The Contract will be awarded in accordance with Local Public Contracts Law, N.J.S.A. 40A:11 1, et. seq. The PCFA reserves the right to reject all Bids, or to waive minor irregularities in the Bidding. Bids may be held by PCFA for a period not to exceed sixty (60) days from the date of opening of Bids for the purpose of reviewing the Bids and investigating the qualifications of Bidders, prior to awarding the Contract. No Bidder may withdraw his Bid within this period. Please note that the PCFA enforces Executive Order 107 (attached). The pre-bid meeting, bid opening and any other visits to the Warren County District Landfill or its administrative offices shall be in accordance with the Authority's established procedures for compliance with the Executive Order. Contractor shall furnish performance and payment bonds, each in an amount at least equal to the Contract Price as security for the faithful performance and payment of all of Contractors obligations under the Contract Documents.
