As of 12/17/2021 no award has been made. This project is being let using a new single trade bidding and contracting process. When 85% or more of the construction cost of a project could be completed by a Single Trade Contractor (mechanical, electrical, plumbing, or fire protection), the Department may bid and contract all work of that construction project directly to a Single Trade Contractor. The State will enter into a single contract with the lowest, qualified, responsible, certified single trade . Single trade may bid on single trade projects up to their current division of work certification level for that trade. All Work for this project will be awarded to a single trade Electrical contractor. Bidders shall submit a Single Base Bid for all Work. In general the work consists of improvements to electrical power distribution manholes for personnel safety and electrical reliability. Separable connector junction bar taps within manholes that are used to isolate and switch feeders will be removed, and medium voltage switching means will be installed in accessible locations. A medium voltage transformer in the Applied Arts building will be replaced. Various improvements to electrical rooms and utility pits will also be addressed by replacing lighting, adding a sump pump, and replacing segments of medium voltage feeder cables. Effective January 1, 2014, all potential bidders must be certified by DOA prior to submitting bids on state construction projects over $50,000. All bids received from contractors who are not certified will be rejected. The 2017-2019 Wisconsin State Budget (2017 Wisconsin Act ) repealed Wisconsin's prevailing wage laws. Effective September 23, 2017, state prevailing wage requirements on state building projects no longer apply. These changes take effect for projects advertised for bid after September 23, 2017.
