Demolition and site work for a residential development in New Castle, Pennsylvania. Completed plans call for the demolition of a residential development; and for site work for a residential development.
The County of Lawrence in partnership with the Redevelopment Authority of Lawrence County (RALC) is accepting proposals from qualified construction firms interested in providing professional services in implementing the Countywide blight removal program. The Lawrence County Department of Planning and Community Development requests a proposal from a qualified construction team with demonstrated experience in demolition of residential and commercial structures. Background Multiple partners in Lawrence County have over the last three years actively worked to remove dilapidated structures throughout the county. Multiple agency funds have been applied for and received. At this time we are looking to create a database of eligible contractors who can meet all federal, state, and local requirements. These firms will then receive technical solicitation with project map, bid form, bond requirements, and specific schedule needs. Technical solicitations will only be sent to firms that are qualified under this Request for Proposal. Proposal To develop a database of qualified contractors to submit future cost proposals on demolition of structures. The goal of this RFP is to ensure qualified firms are familiar with Federal, State, and local permitting, reporting, and documentation. All proposals shall consist of the following items: Statement of Bidders Qualifications and Subcontractors if necessary Non-Collusion Affidavit Affidavit Re: Accepting Provisions of the Workmens Compensation Act Non-Discrimination Affidavit of Prime Bidder Certificate of Non-Segregated Facilities and Non-Employment of Illegal Alien Labor Acknowledge Davis Bacon Wage Rates DBE(MBE/WBE/Section3) Contact/Solicitation and Commitment Statement Public Works Employment Verification Form If out of State, Certificate of Work for Pennsylvania Asbestos Abatement and Demolition/Notification Form Demolition Permits will need to be applied for based on local requirements which will be identified in Technical Specifications Please complete a W-9 Submittal Requirements The proposal is to be submitted in the form of two (2) bound, double-sided, printed copies and one (1) electronic version, including all exhibits and/or other graphic material. The proposal should include the following: A cover letter summarizing the project approach and the key attributes that the contractor will bring to the project. If the proposal describes a team approach with multiple firms, identify the lead firm. Qualifications: A general description of the expertise of the contracting firm. Identify the individuals that will be working on the project with a description of their backgrounds, relevant certifications and experience, and specific roles proposed for the project. Project Examples: Include significant project examples completed, including photos, customer, etc., as needed to demonstrate relevant work experience. Schedule: Provide a general schedule describing your approach to this type of project, including general project tasks. This schedule is not intended to be final, but will be used to evaluate the process envisioned by your firm and the amount of time needed to complete general demolitions. References: The name and contact information for at least two (2) staff in communities in which the lead team has worked on a similar project. Attachments: The forms listed under Purpose should be executed and submitted with the proposal. Any additional information that would assist in the evaluation of your proposal for this project. Additional Information: The RALC assumes no responsibility for payment of any expenses incurred by any respondent to this Request for Qualifications. The RALC reserves the right to issue an RFP to any consultant team, to reject any or all proposals, to re-solicit proposals, and to waive any informalities or irregularities within. A list of firms and others who have been issued Request for Qualification documents will be made available upon request. Selection Process Proposals will be ranked based on the factors set forth below and the RALC, in its discretion, may choose to interview several of the top ranked firms or it may reject all of the applicants. However, at its discretion, the RALC may dispense with interviews and select a firm or firms to perform the work. Firms will be evaluated on the basis of the following factors: Firm History and Capability to Perform the Project Relevant Project Experience Qualifications of Project Team Project Approach and Schedule References Responsibilities/capabilities to complete the work as required DBE solicitation and or participation A selection committee may be appointed to assist with the firm evaluations and make recommendations to the RALC who will make the final selection.
