Sealed bids for the 2020 Sewer Rehab Project will be accepted by City of Newberg. (payable to City of Newberg, Oregon, in an amount of not less than ten percent 10% of the total bid submitted The Contractor shall provide a maintenance (warranty) bond in an amount equal to ten percent (10%) of the sum of the original contract amount plus all change orders that were issued against the contract The bidder further agrees to begin work after receipt of written Notice to Proceed from the Owner and to fully complete the project by March 31, 2021. , at the time of execution of the Contract, the Contractor shall furnish a performance bond and a payment bond approved by the Owner and Attorney. Each bond shall be in an amount equal to 150% of the amount of the Contract based upon the estimate of quantities or lump sum as set forth in the Proposal, conditioned upon a compliance with and fulfillment of all terms and provisions of the Contract, including repair and replacement, and all applicable laws and prompt payment, as due, to all persons supplying labor and/or material for prosecution of the work No prebid meeting is scheduled for this project. The project consists of furnishing all materials, labor, equipment, and supervision for the construction and completion of approximately 4,491-feet of HDPE and PVC wastewater mains, associated lateral replacements, and 270-feet of water main installation and service replacements as shown on the construction plans. The City reserves the right for budgetary reason to increase or decrease the bid quantities as set forth in the Bid Schedule of Prices. The bidder that submits a responsive bid with the lowest total bid amount will be considered for bid award. All bidders must provide documentation of their qualified and proven construction experience in the following work classifications: Earthwork and Drainage, Sewer Construction. Additionally, each bidder is required to submit the Pipe Bursting Prequalification Form per special provision section 102.02. Each bidder is required to submit a completed Contractors Prequalification Application Form that can be found electronically no later than five business days for approval prior to bid opening. Pipe bursting qualification documentation shall be submitted with the bid. The City will reject bids from bidders who are not prequalified with the City. This is a public works project. All bidders must register with the Construction Contractors Board as required by ORS 701.035 to 701.055 and be compliant with all tax laws. By signing the bid, the bidder agrees to comply with ORS 279C.800-870 that requires workers on this project to be paid not less than the current BOLI prevailing wage rates for Region 3. The successful bidder shall carry Workers Compensation and Unemployment Insurance in accordance with ORS 656.001 through 656.794. Each bid must be submitted on the prescribed form completely filled out and signed, in a sealed envelope, clearly marked that it is a bid, and have the bidders name and the project name on the outside of the envelope. A certified check or bid bond (payable to City of Newberg, Oregon, in an amount of not less than ten percent (10%) of the total bid submitted) and a fully executed Non-Collusion Affidavit must accompany each bid. In accordance with ORS 279A.167 and ORS 652.220 a certificate of Pay Equity training is also required to be submitted. A completed First-Tier Disclosure Form must also be submitted to the City within two hours after bid opening. Failure to provide these documents shall result in disqualification of the bid. The City of Newberg reserves the right to reject any bid not in compliance with all prescribed public bidding procedures and requirements and may reject for good cause any or all bids on a finding of the City that it is in the public interest to do so; and to accept the bid that is in the best interest of the City. No bidders shall withdraw their bids for a period of sixty (60) calendar days after the date set for opening.
