The Contractor shall be responsible for providing any and all labor, materials, and equipment required in order to provide a temporary traffic signal at the intersection of CR 210 and Shearwater Parkway due to the traffic volumes generated by the subdivision. The work includes installation of two wooden pole strain poles with associated foundations, the messenger and catenary cables, electrical service connection to the proposed cabinet location, conduit installation and install detection loops per the design plans developed for this project. The location of the project is at the CR 210 and Shearwater Parkway intersection. The contractor will be required to coordinate with Saint Johns County Traffic to ensure the overall objective of converting the existing stop control to a signalized intersection is achieved. The plans distinguish the work to be performed by this contract and the work to be performed by the County. The contractor shall submit shop drawings of the proposed wooden strain poles to ensure that the demand at the pole base are obtained. The EOR will review and accept or provide comments for implementation on these stain poles. Coordination should be conducted by the contractor with Saint Johns County to ensure work is planned accordingly and to ensure successful completion of a signalized intersection at this project location. Minimum Qualifications - Prime Bidder must be fully licensed to do business in the State of Florida and have successfully completed, as a Prime or Sub-contractor, at least three (3) projects, in the past five (5) years, equal to or greater than the scope and dollar value of that being proposed. Minimum experience requirement must be met by the Prime Bidder and not the proposed sub-contractor for this project. Copies of current licenses and certifications for the Prime Bidder, and Sub-Contractor(s) must be provided with the submitted Bid Proposal. The County's Designated Point of Contact for this Bid is Diana M. Fye, AS, CPPB, Procurement Coordinator, St. Johns County Purchasing Department. Questions are due no later than twelve o'clock (12:00PM) on Wednesday, August 12, 2020, so that any necessary addenda may be issued in a timely manner. Any questions received after the deadline will not be answered unless previously approved by the SJC Purchasing Manager or other designated County Representative. St. Johns County reserves the right to accept or reject any or all bids/proposals, waive minor formalities, and to award the bid/proposal that best serves the interests of St. Johns County. St. Johns County also reserves the right to award the base bid and any alternate bids in any combination that best suits the needs of the County.
