As of December 27, 2021, the project is in design. An engineer and construction manager have been selected. Construction is anticipated to begin in May 2022 and be completed in January 2024. The Town of Wellington is accepting proposals from qualified Contractors to provide Preconstruction and Construction Services using a Construction Manager at Risk (CMAR) delivery method for the expansion to Wellington's Wastewater Treatment Plant (WWTP). The selected CMAR will work with the Town and the design engineer throughout the duration of the project. The CMAR will have two primary tasks during the project: Preconstruction Services and Construction Services. The services for each task are expected to include but not be limited to the following: Preconstruction Services: Participation in bi-weekly design meetings and design review with the Town and design engineer, providing comments on progressively completed construction drawings and specifications. Review design drawings and specifications at the 30 percent, 60 percent and 90 percent design levels with an emphasis on constructability, potentials for value engineering, and any phasing and sequencing recommendations. Provide opinions of probable costs based on design drawings and specifications at the 30 percent and 60 percent design levels. Prepare preliminary construction schedule that include identifying critical paths, procurement of materials and long lead equipment, permitting requirements and obtaining all permits necessary for construction, and coordination with the electrical utility provider for electrical service planning as needed. Provide open book pricing in development of a Guaranteed Maximum Price (GMP) based on the 90 percent design documents and obtain needed vendor bids for review and selection by the Town. Participate in a workshop to reconcile the GMP at 90 percent design. The Town reserves the right to change acceptance of the GMP to other levels of design and cost estimates. The Town reserves the right to competitively bid any portion of the project in the event a final GMP cannot be negotiated and qualified through third-party estimating. Should a third party estimated be obtained by the Town, if there be a dispute between any third-party estimate and the CMAR's GMP, a mutual agreement must be reached by all parties before the GMP will be accepted by the Town.
