The City of Hamilton requires complete roof upgrades of the East Cell, structural rehabilitation inside the East Cell, reinstatement of the access road, and removal of existing topsoil on the Kenilworth (HDR01) Reservoir. The scope of work includes but is not limited to the following: General: - Working in confined spaces; - Working on a live municipal water system (one reservoir cell will be in operation while the other is worked on); - Removal of soil from the entire Kenilworth Reservoir surface. This includes removal of the soil stockpiles currently located on top of the reservoir in West Cell area. Some of the soil covering the reservoir is known to contain contaminants in excess of Ontario Ministry of the Environment, Conservation and Parks (MECP) Table 3SCS for industrial/ commercial/ community land use. Preliminary estimates of the approximate volume of impacted soils (exceeding Table 3) has been estimated to be approximately 2,242 m3, and total soils overlaying the roof of reservoir was estimated to be approximately 12,600 m3, however these are just approximate estimates and subject to change and further verification and the contractor shall plan accordingly. The Successful Bidder will ensure appropriate Federal/ Provincial /Municipal legislation are followed (e.g., Transportation of Dangerous Goods, Excess Soils, Site Alteration, etc.); - Placement of a new soil cap to cover the entire Kenilworth Reservoir surface including topsoil and landscaping as required to reinstate original grass surface. Soil and landscaping over the West Cell is to be reinstated prior to the start of the winter season of 2021. All imported soils must meet the applicable MECP Standards as determined through O. Reg 406/19; - Ensure compliance with any endangered species requirements related to butternut trees known to be on site; - Review previous assessments related to soil testing and Personal Protective Equipment (PPE) recommendations provided as reference during the RFT process; - Ensure safe operation and staging of all work activities, equipment, and machinery operation above and in the vicinity of the reservoir roof and walls; - Installation of the cladding system and metal drainage throughs on east cell wall near the lower Valve House. Cladding was previously removed under the last contract and is stored on site; and - Installation of metal railing on the top of a concrete retaining wall of the Access House (East/West Cell). Railing was previously removed under the last contract and is stored on site. Kenilworth (HDR01) West Cell: - Construction of a new asphalt access road close to the south Kenilworth Reservoir perimeter joint prior to the winter season of 2021; - Reinstatement of concrete wing wall for Catch Basin on the Kenilworth Reservoir perimeter; - Replacing damaged existing catch basin drain / storm sewer with new sewer including tie-ins at existing drainage structures; and - Raise previously buried manhole to above grade (currently exposed). Kenilworth (HDR01) East Cell: - Remove column coating and replace with appropriate coating material for water environment, including cleanup and reservoir ventilation as required; - Replace roof expansion joints and membranes with a complete roofing system for potable water applications as per work done on the West Cell. Work will include demolition and removal work for structural elements (e.g., concrete, steel), concrete crack injection and surface repairs, non-destructive testing for waterproofing applications; - Remediation of joints including concrete removal, formwork, rebar & concrete placement, installation of new retrofit water stops, and cementitious waterproofing system; and - Removal and disposal of existing wall mounted stairs and the installation of a new FRP staircase which will be free issued from the previous project but not installed.
