Imperial Irrigation District (IID), an irrigation district established under Division 11 of the California Water Code, Sections 20500 et seq., that provides non-potable water, farm drainage and power services to the lower southeastern portion of California's desert, is requesting proposals from highly qualified Respondents to: Replace and upgrade Coachella Gas Turbine Generating Station's General Electric (GE) Frame 5 Gas Turbine Unit 1 and Unit 2 turbine controls system located at 51-170 Shady Lane, Coachella CA, 92236. The units are dual fuel units (natural gas and distillate) with standard combustion and Mark I Speedtronic controllers. The existing gas turbine control system devices are old, obsolete and in some cases are difficult to adjust, or repair. Additionally, circuit boards are not supported by the Original Equipment Manufacturers (OEM). The new turbine controls must incorporate all the control functions currently performed by the existing system with the addition of new features that will enhance the reliability, availability, performance, and maintainability of the Coachella Gas Turbine Plant. IID is requesting new turbine controls be completed by December 2021. A maximum of three persons per Respondent will be allowed onsite. Respondents are required to wear a facemask throughout the jobwalk, closed toe shoes are recommended. Respondents will have to answer the Contractor/Consultant Health Questionnaire (attached) at the jobwalk location and have temperature checked. If you answer Yes to any of the questions, or have a measured forehead temperature of 100.4 or higher you will not be allowed to enter.
