Site work and new construction of a water / sewer project in Gresham, Oregon. Completed plans call for the construction of a water / sewer project; and for site work for a water / sewer project.

Sealed proposals for the construction of Groundwater Development Project Package No. 1 - Cascade Reservoir Improvements and Well No. 7 for Rockwood Water People's Utility District, 19601 NE Halsey St., Portland, Oregon 97230 The work contemplated consists of furnishing all labor, materials, and equipment necessary for the rehabilitation of an existing 4 MG welded steel reservoir; construction of a new 6 MG prestressed concrete reservoir; construction of a new wellhouse; installation of approximately 11,750 LF of restrained ductile iron water piping (various diameters up to 42-inches); and associated site improvements, electrical and controls. This project is anticipated to be partially funded by the United States Environmental Protection Agency (EPA)'s Water Infrastructure Finance and Innovation Act (WIFIA). As such, all work on this project is subject to the Federal American Iron and Steel (AIS) requirements, as well as all other WIFIA requirements. Materials specified to be incorporated into this Project shall meet the AIS requirement of P.L. 113-76, Consolidated Appropriations Act, 2014. The Contractor shall adhere to all requirements stated within the Specifications and other WIFIA requirements. Each bid form shall include specific acknowledgment, in the space provided, of Contractors' understanding of the WIFIA funding requirements. Failure to so acknowledge may result in the bid being rejected as not responsive. Bidders must provide contact name, company name, contact information (i.e., mailing address, email address, and phone number) to be placed on the Plan Holders List to receive a link to the SharePoint site where they may download the Contract Documents, and receive notifications regarding addenda. Addenda are part of the contract documents. Addenda notifications will be emailed by the Owner to the Plan Holders List as a convenience only; it is the responsibility of each Bidder to ensure the Bidder has received a copy of all addenda that has been issued and posted to the SharePoint site. Each bid form shall include specific acknowledgment, in the space provided, of receipt of all addenda issued by the Owner during the bidding period. Failure to so acknowledge may result in the bid being rejected as not responsive. The contract is for public work. Prevailing Wage Rates and Davis-Bacon Wage Rates will apply for this Project. Bidders shall comply with the requirements of those statutes. Special minimum experience qualifications apply to portions of this project for Specialty Contractors: Metal Fabricator & Installer: All welding and metalwork associated with the existing steel reservoir rehabilitation (Schedule A). Reservoir Contractor: All prestressed cast-in-place concrete reservoir construction, except for pre-stressing (Schedule B). Reservoir Prestressor: All cast-in-place concrete reservoir prestressing and post tensioning (Schedule B). Tank Painting Contractor: All existing steel reservoir maintenance painting (Schedule A). Those Specialty Contractors who are not already listed as pre-qualified by the Engineer in the Instructions to Bidders Section 00 10 00 of the Bidding Requirements and Contract Forms shall submit to the Engineer a Request for Qualification. Proposals submitted without listing an approved metal fabricator and installer, reservoir contractor, reservoir prestressor, and tank painting contractor shall be considered non-responsive and shall be rejected Rockwood Water People's Utility District reserves the right to reject any and all bids not in compliance with all prescribed public bidding procedures and requirements and to reject for good cause any or all bids upon a finding of the agency that it is in the public interest to do so. Bidders are responsible for all of their costs incurred in preparing and submitting a bid. Contractors must be qualified by the State of Oregon Construction Contractors Board, hold all other necessary licenses, and be qualified in accordance with the applicable portions of ORS 279C in order to enter into a contract with the Owner for public work in Oregon. COVID-19 Plan: Once awarded, the Contractor will be required to comply with all Oregon OSHA, Center for Disease Control, and Oregon Health Authority recommendations on physical distancing and personal protective equipment to slow the spread of COVID-19. As long as it is in effect, the Contractor shall comply with the Oregon OSHA Temporary Rule Addressing COVID-19 Workplace Risks Division 1, 437-001-0744 All questions must be received by 5:00 PM, April 22, 2021
