award to Alexander’s Contract Services, Inc The intent of this Request for Proposal is to establish a contract through competitive negotiations with a qualified and experienced contractor for meter reading services for the Department of Public Utilities. All firms doing business in the City are required to be licensed in accordance with the City of Suffolk business license ordinance. Wholesale and retail merchants without a business location in the City of Suffolk are exempt from this requirement. Any questions concerning business licenses should be directed to the Commissioner of the Revenue's Office, telephone (757) 514-4260 or comrev@suffolkva.us. The contract shall cover the period beginning August 1, 2021 (or upon receipt of signed Contract) and continuing through July 31, 2022. This contract may be renewed based on the terms and conditions at the expiration of its term at the sole discretion of the City. Automatic renewals will occur for up to four (4) additional one-year periods through July 31, 2026. Initial rates and subsequent renewal rates must be guaranteed for a minimum of 12 months. Any request for an increase in rates following the initial contract period shall be determined by the percentage defined in the Transportation Category of the PI-W section of the Consumer Price Index of the United States Bureau of Labor Statistics for the latest twelve (12) months for which statistics are available. Price increases shall be justified in writing and must be approved by the City. The City does not guarantee any rate increase. The City reserves the right to reject any and all proposals, and to waive any informality if it is determined to be in the best interest of the City.
