Prequalification of bidder is not required, but the contractor shall complete the qualification section of the proposal, and include 3-references of completed similar projects, completed in the past 8 years. The work contemplated by Dickson County Municipal Airport, for which proposals are invited, includes but is not limited to the following elements, and the following Phases: SCHEDULE 1 Work Phases Duration (Calendar Days) Work Elements Phase Description Phase A 21 Electrical vault installation Install regulators Home run conduit and pull string Work from the vault to the runway and taxiway, outside safety areas Phase B-1 21 Demo existing lights, signs, and cable Installation of edge lights Installation of REIL's Installation of PAP's Work will be performed on the runway, so closure X's will be placed on the runway and barricades placed along taxiways Phase B-2 10 Concrete sign foundations Sign installation, conduit, and circuit Can be performed in conjunction with B-1 SCHEDULE 2 Work Phases Duration (Calendar Days) Work Elements Phase Description Phase C 15 Demo existing lights, signs, and cable Installation of edge lights, conduit, and circuit Barricades and safety plans Parallel and connector taxiway south of Home Run and junction box Phase D 15 Demo existing lights, signs, and cable Installation of edge lights, conduit, and circuit Barricades and safety plans Parallel and connector taxiway north of Home Run and junction box Phase E 10 Demo existing lights, signs, and cable Installation of edge lights, conduit, and circuit Barricades and safety plans Bullhorn taxiways All bidders shall be licensed Contractors as required by the Contractors Licensing Act of 1976 of the General Assembly of the State of Tennessee, and all amendment thereto in effect on the date of receipt of bids. All bidders must comply with Tennessee Code Annotated, Title 62, in particular Chapter 6 regarding the preparation of the bid envelope. The proposal, which shall be enclosed in a sealed envelope shall be clearly labeled on the outside of the envelope, at a minimum, with the name of the project, contractors name, address, and license number, classification, expiration date, and the date and time of the Bid Opening. Also included on the outside of the envelope the name, license number, and classification of each subcontractor shall be listed, unless the amount of the contract is less than $25,000. Failure to show these items on the outside of the envelope will result in the bid being returned to the Bidder unopened. The Right to Reject Any or All Bids and To Waive Technicalities is Reserved. The owner reserves the right to reject any or all bids and to waive formalities, except for conditions affecting Executive Order 11246. Bids must remain in effect for 90 days, to procure funding from TDOT-Aeronautics Division. This project is funded under a grant contract with the State of Tennessee and will require approval from Tennessee Airport Commission (TAC) prior to commencing the construction phase. Each bid shall be accompanied by a bid guarantee consisting of a firm commitment such as a bid bond, certified check, or other negotiable instrument equivalent to five percent of the amount of the bid, as assurance that the bidder will, upon acceptance of his bid, execute contractual documents within ten (10) calendar days following notice of award. Such bid guarantee shall be made payable to Dickson County Municipal Airport Authority. A 100% contract bond will be required if awarded the project. Pre-award Equal Opportunity Compliance Reviews. Where the bid of the apparent low responsible bidder is in the amount of $1 million or more, the bidder and his known all-tier subcontractors which will be awarded subcontracts of $1 million or more will be subject to full on-site, pre-award equal opportunity compliance reviews before the award of the contract for the purpose of determining whether the bidder and his subcontractors are able to comply with the provisions of the equal opportunity clause. Buy American Provision. The proposed contract is subject to the Buy American provision under Section 9129 of the Aviation Safety and Capacity Expansion Act of 1990. Details of such requirement are contained in the Specifications. Compliance Reports. Within 30 days after award of this contract, the contractor shall file a compliance report (Standard Form 100) if: a. The contractor has not submitted a complete compliance report within 12 months preceding the date of award; and b. The contractor is within the definition of employer in paragraph 2e (3) of the instructions included in Standard Form 100. The contractor shall require the subcontractor on all-tier subcontracts, irrespective of dollar amount, to file Standard Form 100 within 30 days after award of the subcontract if the above two conditions apply. Standard Form 100 will be furnished upon request. Title VI of The 1964 Civil Rights Act. No person in the United States shall, on the ground of race, color or national origin, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving federal financial assistance. This project is subject to the requirements of the Davis-Bacon Act, as amended. The Contractor is required to comply with wage and labor provisions and to pay minimum wages in accordance with the schedule of wage rates established. Award of contract is also subject to the following Federal provisions DOT Regulation 49 CFR Part 26 Disadvantaged Business Enterprise (DBE) Participation. DBE participation is 8.28%. If the contractor submitting a bid cannot achieve 8.28% DBE participation, then evidence of a good faith effort, attempting to achieve the DBE participation is required.
