Compliance with the Davis-Bacon Act is not required for this project. PROJECT LOCATION AND DESCRIPTION A. The Topache Peak Phase I Project area is in the center of Beaver County about 31 miles west of Beaver and just southwest of Milford. General reclamation area boundaries of the Topache Peak Phase I Project are shown on the attached location maps (see Chapter 7, Maps 1 and 2) and are described in this section. B. The Topache Peak Phase I Project consists of approximately 64 abandoned hardrock precious and base metal mine openings or related features 3 to 8 miles west and southwest of the small town of Milford. There are 231 openings that are not part of this WORK. A future project will address the closure of these 231 mine openings. General access to all of the sites in the Topache Peak Phase I Project will be described from Penny's Diner on the western edge of the central Utah town of Milford in Beaver County. C. Continue 1.8 miles to West Center Street (start of State Highway 21) and turn right. Travel west 30.7 miles to Milford. Cross the railroad tracks into town onto South Main Street. Continue through town to West Center Street and turn left, heading west on Highway 21 toward Ely, Nevada. On the outskirts of Milford is the Oak Tree Inn and Penny's Diner. Access to all sites is described from this point as shown on Map 19C. Continue northwest on Highway 21 for 2.6 miles (inventory map sheet 19E) to reach the Powerline road in the northeast corner of Section 3, which is the access road for the eastern sites located in T28S, R11W, Sections 28, 29, 30, and 31 as well as the eastern half of T28S, R12W, Section 25. The sites in the western half of the project area are reached by traveling an additional 2.8 miles northwest on Highway 21, past the Powerling D. The formal project boundary takes in the following sections, although mines occur in only a portion of this area: Township 27 South, Range 11 West, Sections 31, 32, and 33; Township 28 South, Range 11 West, Sections 27 through 34; and Township 28 South, Range 12 West, Sections 1 through 3, 10 through 15, and 22 through 27.
