Salem City is requesting proposals for the design of an addition to Loafer View Park that includes a playground, softball field, restroom facility, pavilion/maintenance building, and pickleball courts This courtesy posting is an advertisement of a procurement opportunity for Salem City, not the Division of Purchasing. Responses should be directed to the designated individual/office as designated in the solicitation document. The Division of Purchasing does not accept responses for courtesy postings. The contract award for this solicitation will not be posted on this website. Instead, you will need to contact the designated individual/office as identified in the solicitation document. This solicitation posting will be canceled/closed upon the closing date of this solicitation; however, a vendor's response will still be evaluated by Salem City as described in the solicitation document. The Division of Purchasing is neither the issuing nor conducting procurement unit for this solicitation, as such it is the vendor's responsibility to review the entire solicitation in order to comply with any requirements. All questions, inquiries, or requests for information, clarification, or interpretation arising subsequent to the issuance of this RFP shall be submitted in writing through U3P. Answers will be given via the U3P website. Questions submitted by e-mail, phone, or other methods will not be considered. All questions must be received no later than 10:00 am on October 4, 2021. Questions asked after this deadline will not be answered. All other questions after the Pre-RFP Meeting, shall be submitted through SciQuest. Under no circumstance shall the firms contact the City after the Pre-RFP meeting other than through Sciquest. Proposals will only be accepted as a pdf emailed to Matt Marziale at mattm@salemcity.org. Salem City will not accept any proposal submitted by facsimile, hand delivery, or any method other than that stated in the RFP. Any proposal that is received after due date and time will not be accepted. If it becomes necessary to revise the RFP in whole or in part, an addendum will be provided to all proposers on record through Sciquest. The City may award a contract based solely upon the merits of the initial proposal, without an oral commentary by the proposers. Considering this possibility, proposers should present the most favorable price and service available. If the City deems necessary, a few Consultants may be selected based on cost, quality, and experience to interview and present to Salem City. The Consultant selected will be expected to begin work on November 1, 2021. The information provided herein is intended to assist proposers in the preparation of proposals necessary to properly respond to this RFP. The RFP is designed to provide interested proposers with sufficient basic information to submit proposals meeting minimum requirements but is not intended to limit a proposal's content or exclude any relevant or essential data therein. Proposers are at liberty and are encouraged to expand upon the specification written herein. Salem City will not be liable for any costs which proposers may incur in the preparation or presentation ofthis proposal. Salem City reserves the right to cancel or modify this solicitation at any time itdeems necessary, in its sole discretion that such measures are in the City's best interest. All provisions of the agreement must follow the established State and Local laws and ordinances of the State of Utah and its political subdivisions. We look forward to reviewing your proposal and to working together with the selected team in the successful development of the project Consultant will work with city staff to design the Loafer View Park Addition. Consultant will be responsible for the Design, Bidding Documents, and Construction Management and will hold a Neighborhood Meeting for the proposed project The method of contractor selection has not been determined at this time. As of October 7, 2021, the due date and time has been confirmed with the owner.
