Renovation of a mixed-use development in Palm Springs, California. Completed plans call for the renovation of a educational facility.

The District is interested in entering into an agreement for award of 2022/2023 E-Rate eligible services, including Item 1 Internal Fiber Replacement (Upgrade), Item 2 Internal Connections (Network Electronics Cisco/APC) and Item 3 Internal Connections (Firewall Palo Alto). The internal connections would include switches, routers, wireless and associated equipment at school sites. All equipment is to be drop-shipped to the PSUSD District Office. The District intends to award up to three (3) contracts for Item 1 Internal Fiber Replacement (Upgrade), Item 2 Internal Connections (Network Electronics Cisco/APC) and Item 3 Internal Connections (Firewall Palo Alto). Firms interested in responding to this Request for Proposal must possess a valid and current E-Rate Service Provider Identification Number ("SPIN") in order to be considered for award in conjunction with this solicitation. Any firms submitting proposals for network equipment and installation must offer terms under the California Department of General Services approved CMAS contract terms and conditions or better. Further submittal requirements are identified in the RFP documents. It is each bidder's sole responsibility to ensure submittal of the RFP documents are delivered timely and received as designated as specified above. The District will assume no responsibility for proposals received after the submittal deadline. Any Request for Proposal received after the scheduled closing time for receipt of proposals shall be returned to the bidder unopened. No firm may withdraw its Request for Proposal for a period of ninety (90) days after the date set for receiving them. The Board of Education reserves the right to reject any and all Request for Proposals, to waive any irregularity, and to sit and act as sole judge of the merit and qualifications of the services offered therein. These requirements are subject to revision based upon the most recent social distancing mandates and may be reduced or kept in place accordingly. Prequalification of Bidders Electronic prequalification is mandatory for Palm Springs Unified School District. As a condition of submitting a proposal for the Item 1 Internal Fiber Replacement (Upgrade) of this Project, and in accordance with California Public Contract Code section 20111.6, prospective bidders are required to submit an electronic prequalification application. These electronic application documents will be the basis for determining which bidders are qualified to respond on this Project. The Prequalification electronic process is conducted through Colbi Technologies. Request for Proposal will not be accepted if a Contractor has not been prequalified where prequalification is required. Contractors will be notified by email of their prequalification rating within a reasonable period of time after submission of their prequalification applications, but not less than five (5) business days prior to the RFP submittal date. If this Project includes work that will be performed by mechanical, electrical, plumbing (MEP), or structural steel subcontractors (contractors that hold C-4, C-7, C-10, C-16, C-20, C-34, C-36, C-38, C-42, C-43, C- 46, or C-51 licenses), such MEP contractors must also be prequalified. It is the responsibility of the bidder to ensure that all MEP subcontractors holding any of the licenses listed above are properly prequalified before submitting a bid. Department of Industrial Relations Information As a condition of submitting a proposal for the Item 1 Internal Fiber Replacement (Upgrade) of this Project, bidders are advised that this contract is a public work for purposes of the California Labor Code, which requires payment of prevailing wages. These per diem rates, including holiday and overtime work, as well as employer payments for health and welfare, pension, vacation, and similar purposes, are available from the Director of the Department of Industrial Relations. Wage rates can be obtained from the Director of the Department of Industrial Relations. Pursuant to California Labor Code Sections 1720 et seq., it shall be mandatory upon the Contractor to whom the Contract is awarded, and upon any subcontractor under such Contractor, to pay not less than the said specified rates to all workers employed by them in the execution of the Contract. As of March 1, 2015, all contractors bidding on a public works project must be registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5.
