LD10: February 8, 2022 at 1pm CT. (c) Participants will meet at The locations detailed for each site in the attached map entitled "LD6 and LD10 Site visit meeting locations map" Here are the locations for each project: LD6: The auxiliary lock bay is located to the riverside of the main lock, which is on the Wisconsin side of the Mississippi River. LD6 is located near Trempealeau, WI (Trempealeau County), and is accessible from Wisconsin State Highway 35 via Fremont Street. LD10: The auxiliary lock bay is located to the riverside of the main lock, which is on the Iowa side of the Mississippi River. LD 10 is located at Guttenberg, IA (Clayton County) and is accessible from Prince Street and S. River Park Drive. The following PPE is required for both sites: Hard hat Hi-Viz Vest Gloves Safety Glasses Steel toe safety shoes There will be only one site visit offered. Bidders planning to attend must register for the site visit by sending an email to: Aragon.N.Liebzeit@usace.army.mil at least 24 hours prior to the site visit date and time. If no firms indicate interest in the site visit via email as required, the site visit will be cancelled. Site visit attendees must provide the following information via email Site visit attendees must provide the following information via email: 1. Solicitation number 2. Project Title/Location 3. Name(s) of individual(s) attending the site visit 4. Name of Company 5. Phone number of Company Site visit participants must abide by the U.S. Army Corps of Engineers Safety and Health Requirements Manual (EM 385-1-1, latest version). It is the responsibility of the participants to wear personal protective and safety equipment as required by this regulation. Failure to comply could result in denial of access to the site visit location. The latest version of EM 385-1-1 is available online The description of each project submitted must demonstrate: 1. The start date of the project construction was after December 1, 2016. 2. The value of the foundation permeation grouting portion of the project exceeded $50,000. 3. The purpose of the grouting portion of the project must be for seepage cutoff. 4. The permeation grouting mix design must include a grout with a particle size having 90% of particles by weight of less than 10 microns. 5. The depth of water at the work location must exceed 10 ft. All grouting work shall be completed by a contractor meeting the above requirements. In accordance with Federal Acquisition Regulation (FAR) Subpart 9.1, as a pre-condition to contract award, the apparent low bidder shall provide the following documentation, meeting the definitive responsibility criteria below not later than 5 business days after bid opening. Submit at least three (3) projects but no more than five (5) projects performed by the grouting contractor involving overwater foundation permeation grouting for seepage cutoffs. Construction at each site will create an auxiliary lock bay closure upstream of the existing auxiliary miter gates. The closure will serve as a new damming surface for the structure. The new closure will consist of two parallel rows of sheet pile secured with tie-rods with granular material filled in the space between the sheets. Permeation grouting will be performed for seepage control measures. Timber fenders will be attached to the upstream face of the closure, and an access ladder will be installed as part of the project work. The North American Industry Classification System (NAICS) code for this action is 237990; Other Heavy and Civil Engineering Construction with a small business size standard of $39.5M. The estimated magnitude of construction is between $1,000,000 and $5,000,000 for LD6 and between $5,000,000 and $10,000,000 for LD10; the contract will require 100% performance and payment bonds. This procurement is set-aside 100% for small business concerns. This synopsis is not a request for quotes (RFQ), proposals (RFP), or in an invitation for bids (IFB). This is a pre-solicitation notice indicating that a solicitation for a competitive acquisition for the award of three firm-fixed price contracts is intended to be issued via Contract Opportunities at beta.SAM.gov (formerly FedBizOpps/FBO.gov). The anticipated solicitation date is January 18, 2022. The solicitation will not be issued less than 15 days from the date of this announcement. The specifications and drawings will be included with the solicitation once issued. This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. Bids will be due not less than 30 days from the date the solicitation is issued. The definitive IFB due date and time will be stated in the solicitation and any associated amendments that may be issued. No CD's or hard copies will be available.
