Town seeks a knowledgeable Streetlight Consultant that can add valuable insight to the negotiation and acquisition of existing streetlights with two distinct electric utility providers. Minimum Scope of Services The Consultant should have substantial streetlight consulting service experience with a number of other cities, counties and/or other governmental units. The scope of work - ownership support would include: Participating in and assistance with all utility negotiations Reviewing terms and conditions of the streetlight sale Reviewing the Xcel and Poudre Valley REA separation studies for accuracy and consistency with industry standards Reviewing all purchase and sale documentation in preparation for Town Board approval and signature If necessary, coordinating with the Colorado Public Utilities Commission regarding the streetlight ownership transfer Experience of both the individual(s) primarily responsible to the Town and the firm, as a whole, will be significant in the selection process. It is anticipated that the acquisition will occur sequentially - beginning with Xcel Energy, and upon accomplishing that negotiation, moving next to Poudre Valley REA. The Town is open to discussing the project approach with the selected firm. Following successful acquisition, the Town anticipates moving forward with an LED conversion of all non-LED streetlights. At its sole option, the Town may choose to work with selected firm under a separate written agreement. Execution of Contract and Project Initiation: February 1, 2022 The Town reserves the right to reject any and all proposals or any part thereof, to waive any formalities or informalities and further, to award the services to the most responsive and responsible Consultant, according to the Town's evaluation and as deemed to be in the best interest of the Town.
