The proposed development agreement includes a phased approach to the processing of four separate properties the developer owns and would like to move forward with developing multi-family residential rental units. Each of the four projects, as part of this phased development, are in different stages. The below information reflects the proposed intent, benefit, and cost to both the City and developer. Cottages Among the Flowers [312 West Aliso Street]: Renovation of eight existing units; addition of two units. The ten single-family residential units would be at an above-moderate income level. Ojai Bungalows, LP agrees to keep the units as market rate rentals for ten years and provide permanent trail access by way of a dedicated easement through the site; including improvement costs and on-going maintenance. The trail access connects with the trail through the Mallory Way project (Attachment A). World University [107 North Ventura Street]: The conversion of office spaces into ten residential units. Two of the ten units would be deed restricted affordable at a moderate income level and one unit would be deed restricted affordable at a low income level for 55 years. A zone change and general plan amendment would be necessary as the base zoning for the site is P-L (Public); multi-family is not permitted within the base zone. Montgomery Affordable Housing [304 South Montgomery Street]: The construction of 15 new residential units. Developer agrees that twelve units would be deed restricted affordable at a moderate income level and three units shall be deed restricted affordable units at a low income level for 55 years. The site is currently vacant. Mallory Way Bungalows [412 Mallory Way]: There are currently 25 units onsite. Demolition of 18 residential units (no current deed restrictions but six low income level units and 12 moderate income level units). The renovation of seven residential units (one low income level unit and six moderate income level units). The construction of 23 new units at market rate. Seven of the 30 total units would be deed restricted affordable (six at moderate income level and one at low income level) for 55 years. Existing Residential Rental Units - 33 residential units Affordable Rental Units - None deed restricted; however - 25 residential units at a moderate income level 8 residential units at a low income level Market Rate Rental Units None Proposed New/Renovated Residential Rental Units - 65 residential units Affordable Rental Units - 20 residential units at a moderate income level 5 residential units at a low income level Market Rate Rental Units - 40 residential units Any questions, technical or otherwise, pertaining to this Request for Qualification must be submitted in writing and directed to: Lucas Seibert City of Ojai 401 South Ventura Street Ojai, CA 93023 (805) 646-5581 Lucas.Seibert@ojai.ca.gov. The City of Ojai will evaluate proposals to determine which best satisfies the needs of the City and community, and may, but is not required to, negotiate a contract for some or all of the specified services with one or more firms. The method of contractor selection has not been determined at this time.
