The project consists of installing a westbound right-turn lane on Mechanic Street and a southbound right-turn lane on the Anthony Wayne Trail; a paved shared use path along the Anthony Wayne Trail with a retaining wall; traffic signalization; drainage work; signage; pavement markings; and associated work. Furnishing of all labor, materials, tools, machinery and appurtenances necessary for the construction of the LUC-SR64-0.25; Anthony Wayne Trail Intersections, PID No. 108444 in accordance with the Plans and Contract Documents prepared by Proudfoot Associates, and at that time be publicly opened and read aloud. All bids shall be signed and enclosed in a sealed envelope marked "LUC-SR64-0.25; Anthony Wayne Trail Intersections; PID N. 108444", and addressed to the Waterville Municipal Administrator. Each bid shall contain the name of each person, firm or corporation interested in same and must be accompanied by either a bid bond to the satisfaction of the Waterville Municipal Administrator, or a certified check on a solvent bank, in the amount of ten (10%) percent of the amount of the Bid, made payable to the City of Waterville, as a guarantee that if the Bid is accepted, a Contract will be entered into and its performance properly secured. Bidders must comply with the prevailing wage rates pursuant to the Davis-Bacon Act. Bidders shall submit with this Bid the Affidavit required under the Ohio Revised Code Section 3517.13 (pages CC of Contract Documents) and shall certify where indicated under the Federal and State Requirements Section of the Contract Documents. Bids received after the scheduled Bid opening date and time, or not accompanied by a satisfactory Bid Bond or Check, will neither be read nor considered. Bidders shall submit a DBE Utilization Plan electronically, prior to bid opening in accordance with Proposal Note 0.13 within the Contract Documents. The DBE Goal is 7%. The successful bidder will be required to submit a Performance Bond, Maintenance Bond, and Certificates of Insurance prior to contract execution. The City of Waterville reserves the right to reject any or all Bids, to waive any irregularities in any bid, and to accept any bid which is deemed to be the most favorable to the City. The City also reserves the right to add or subtract from the quantities shown in the proposal. No bidder may withdraw his Bid for a period of sixty (60) days after the scheduled closing time for receipt of Bids.
