Renovation of a power facility in Boulder City, Nevada. Conceptual plans call for the renovation of a power facility.

This is a SOURCES SOUGHT SYNOPSIS and is not a solicitation announcement. The Bureau of Reclamation (BOR), Interior Region 8: Lower Colorado Basin, Hoover Dam Powerplant is conducting market research to assist the Government with acquisition planning. This announcement is to all Small Business, 8(a) Small Business, HUBZone Small Business, Service-Disabled Veteran-Owned Small Business and Women-Owned Small Business concerns. Responses to this request will be considered for the purpose of determining how the requirements will be stated and how the procurement will be conducted. The work to be performed is described below. This Sources Sought Notice is for planning purposes only and shall not be construed as a Request for Proposals (RFP), Invitation for Bid (IFB) or as an obligation on the part of the Government to acquire any services. Responses to this Sources Sought Notice shall not serve as proposals, bids, or offers, which could be accepted by the Government to form a binding contract. A solicitation is not currently available. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. The primary work includes station service replacement of two (2) 208V switchgear and three (3) 480V switchgear; replacement of multifunction relays for station service protection; installation of main-tie-main control equipment; installation of temporary power equipment and feeders to 480V loads while switchgear is being replaced; testing and replacement of 208V and 480V feeder cables based on test results; removal of a motor control center; and replacement of multiple 208V and 480V panelboards and circuit breakers throughout power plant. The project will include coordinating the work based on scheduled generation outages and other operational requirements. Work is located at the Hoover Dam Powerplant approximately eight (8) miles northeast of Boulder City, Nevada in Clark County, Nevada and Mohave County, Arizona. The contract is anticipated to be awarded as a Firm Fixed Price (FFP) type contract. The anticipated period of performance for 120 calendar days after receipt of Notice to Proceed. In accordance with Federal Acquisitions Regulations (FAR) 36.204 Disclosure of Magnitude of Construction is (g) between $5,000,000 and $10,000,000. The following is a list of tasks that are required under this project: A. Removing existing station service equipment. 1. Disconnect existing connections to station service for DSA, DSD, and DSN locations. 2. Unmount existing equipment from station service equipment. 3. Demolition and disposal of cabinet at MSB location. 4. Disconnect and relocate loads: 5. Service Water Booster Pump #1 Via MSR 6. Service Water Booster Pump #2 Via MSQ 7. Perform cable testing of switchgear feeder conductors. 8. Remove and dispose station service equipment. B. Furnish and install temporary power switchboard. 1. Connect main power to temporary switchboard. 2. Provide temp power conductors to switchgear for DSA. DSD, and DSN locations. 3. Split conductors to provide temp power to each switchgear feeder breakers. 4. Arrange temp cable run for main source and feeders to DSA, DSD, and DSN locations. C. Furnish and install new station service equipment. 1. Reconnect main source and feeders to new station service equipment. 2. Add MSB loads to DSD and DSN respectably. 3. Replaced failed test cables with new cables. 4. Reinstalled existing equipment and cable connections to new equipment. D. Remove temporary power switchboard. 1. Remove and dispose of temporary power switchboard conductors. 2. Remove and provide temporary cable trays and switchboard to Hoover Dam Power Plant. The applicable NAICS Code is 238210 Electrical Contractors and Other Wiring Installation Contractors. The small business size standard is $16.5 Mil. Interested parties shall include the following information in their response: (a) Business name, address, cage code, size classification based on NAICS size standard, Small Business classification (Small Business, Veteran-Owned Small Business, Woman-Owned Small Business, 8a, HUBZone, Service-Disabled Veteran-Owned Small Business etc.), and a point of contact. (b) A positive statement of your intention to submit an offer/bid for this solicitation as a prime contractor. (c) Evidence of your experience performing work similar in type and scope to the work in this announcement within the last five years. The evidence should include contract numbers, project titles, dollar amounts and points of contacts with telephone numbers for similar scope and complexity turnkey projects completed or substantially completed within the last five years. Detail collaboration efforts and role of interested party and collaborating manufacturers, designers and subcontractors. Please do not include more than three past projects. (d) Include attachments cataloging the company's equipment assets, personnel resources and financial resources that demonstrate company responsibility and capability to perform required work. (e) Bonding capacity on a single-job and aggregate. System for Award Management (SAM) applies to this procurement. Prospective contractors must be registered in the System for Award Management (SAM) prior to award. Lack of registration in the SAM database will make an offeror ineligible for award. Information on SAM registration can be obtained via the Internet at http://www.sam.gov. All interested parties are encouraged to respond to this notice via e-mail to the Contract Specialist, Ms. Verónica Rodriguez at vrodriguez@usbr.gov, no later than close of business on January 27, 2022. Detailed specifications are not available at this time. As of January 9, 2023, the method of contractor selection has not been determined at this time. *The value for this project is based on a financial range.
