The Cities of Rock Springs, Wyoming and Green River, Wyoming are seeking professional engineering services for the development of options and recommendations for the respective Citys biosolids handling processes. Consulting firms with expertise in Civil, Environmental and Sanitary Engineering, and interested in providing professional engineering services to the Cities of Rock Springs and Green River, are invited to submit Statements of Interest related to the Joint Biosolids Handling Project. The City of Rock Springs currently operates a 4.2 MGD design mechanical wastewater treatment plant, operating at 2.0 MGD daily average. Their facility utilizes extended air oxidation ditches followed by thickened aerobic digestion biosolids treatment. The City of Green River is preparing to construct a new mechanical treatment plant to replace its existing lagoon system. The new mechanical plant will utilize aerobic digestion to produce a biosolid. The Cities are interested in developing a regional solution for the handling of biosolids that would benefit both cities. Alternatively, if a joint solution is not feasible, each city will require recommendations for individual biosolids handling options. The consulting firm selected will work directly with a steering committee composed of staff from each community. Statements of Interest shall include the firms specific qualifications, and will be screened on the basis of residency, ability of professional personnel, past performance, willingness to meet time requirements, location, current and projected workload, and previous work for the Cities of Rock Springs and Green River. The goal of the screening process will be to identify qualified firms to provide the requested professional services, with resident firms given due consideration in accordance with W.S. 16-6-1001(b). A resident firm must have a working office in Wyoming with the capabilities to complete a substantial percentage of the project work, as demonstrated by the Statement of Interest. Of the firms submitting Statements of Interest, five will be selected to provide more detailed technical and price proposals for the work. A more detailed Request for Proposals will be issued to these five firms. From an evaluation of the technical proposals, three firms will be invited for interviews. The final selection will be made on the basis of price, project specific qualifications, and content of the technical proposals. Interested firms shall submit 6 copies of their Statements of Interest, not to be more than a total of 8 pages, single sided. The method of contractor selection has not been determined at this time.
