Reference Number AB-2022-00746 Source ID APC The Project Scope provided is preliminary only. Proponents shall develop the scope further and recommend additional tasks and deliverables within their proposals. Additional tasks shall be included within proposals as Value-Added Services with associated costs separated from the primary scope and deliverables. All work shall be completed in accordance with current APEGA Practice Standards. The selected Proponent shall prepare a report that summarizes the feasibility of constructing a pedestrian overpass in comparison to an at-grade crossing that would serve as an immediate connection from north to south of the Highway 3 and CP Rail Corridor in West Coaldale. The report shall provide a schematic design brief and cost for both options, with sufficient details to develop a project budget and move into preliminary design. The Town would like to review all required transportation upgrades to facilitate growth in the West Coaldale Annexation Area, while examining the feasibility of phasing construction to meet the more immediate need for active-modes travel between northwest and southwest Coaldale. The final report shall primarily serve as a tool to aid Town Council and Administration in their decision regarding the next steps to improve active modes connectivity in West Coaldale. The secondary objective is to provide a planning tool for full build-out growth in the area, and potentially support cost sharing of transportation upgrades with private development. The method of contractor selection has not determined at this time.
