Site work and paving for a mixed-use development in Sioux City, Iowa. Conceptual plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; water / sewer project; and water / sewer project.

The City of Sioux City, Iowa is hereby soliciting consultant proposals for professional services to complete infrastructure design activities to support the development of 1211 West 5th Street into approximately 13 affordable single-family homes with onsite stormwater infrastructure. In addition, future development may occur in the form of one home located at 1303 West 6th Street and three homes at 1200 West 5th Street. It is assumed that the utilities in the area are either lacking or undersized. This request invites qualified consultants to submit proposals regarding items of work described under Scope of Services. Proposals shall be prepared and submitted in accordance with the requirements described in this Request for Qualifications (RFQ). Once the firm is selected, a contract will be negotiated based on a mutually agreed upon scope of services. The City of Sioux City is interested in partnering with a developer to construct approximately 13 affordable homes as well as stormwater infrastructure / park on 1211 West 5th Street. In addition, future development may occur in the form of one home located at 1303 West 6th Street and three homes at 1200 West 5th Street. It is assumed that the utilities (water, stormwater, sanitary sewer) are undersized or lacking in the area. For the purpose of this RFQ, the project area is defined as Villa Avenue to West Palmer Avenue and Rebecca Street to Center Street (please see attached map). The construction of the homes will be funded with federal HOME funds. The design and construction of utilities / public infrastructure will be funded with federal Community Development Block Grant (CDBG) funds. The selected consultant will assist with laying out the lots on 1211 West 5th Street to determine the connection needs along with recommending and designing any necessary water, stormwater, sanitary sewer and public infrastructure (sidewalks, street overlays, reconstructions, etc.) improvements necessary to support this development.
