All other items or details not mentioned above that are required by the Plans or the Contract Documents shall be furnished, fabricated, constructed, or installed. The foregoing quantities are approximate only, being given as a basis for the comparison of bids, and the City of Shasta Lake does not, expressly or by implication, agree that the actual amount of work will correspond therewith, but reserves the right to increase or decrease the amount of any class or portion of the work in accordance with the General Contract Provisions, or to omit portions of the work, as may be deemed necessary or expedient by the Engineer. The Engineer will decide all questions regarding the quality and acceptability of materials furnished, work performed, and rate of progress of the Work. The Engineer will decide all questions regarding the interpretation and fulfillment of the Contract on the part of the Contractor involved with the Work. The Engineer will determine the amount and quality of the Work performed and materials furnished for which payment is to be made under the Contract. No bid will be considered unless it is made on the blank Proposal forms provided by the City and unless it is accompanied by a Bid Guarantee in the form of cash, bid bond, certified check, or cashier's check made payable to the City of Shasta Lake, in an amount equal to ten percent (10%) of the bid amount. Each bidder must be licensed as required by law. The City of Shasta Lake reserves the right to reject any or all bids. The City of Shasta Lake hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, Disadvantaged Business Enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
