Site work and paving for a mixed-use development in Whiting, Indiana. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

The project consists of the removal of existing crosswalk markings, heat-embossed crosswalk markings on 119th Street, Oliver Street and Ohio Avenue and removal of existing crosswalk markings, curb and curb ramp and pavement, pavement patching, replacement of curb and gutter and sidewalk to eliminate one crosswalk on Oliver Street in the City of Whiting, IN. All questions are due by end of business on March 11, 2022. Questions regarding the project shall be directed to Trisha Nugent (tnugent@dlz.com) via email ONLY. There will be no pre-Bid conference for this project. Proposals shall be properly and completely executed on the Bid Form provided in the Project Documents, and must be accompanied by an executed Indiana State Board of Accounts Form 96, confirmation that copies of Addenda were received (if issued), and satisfactory bid security. A certified or cashiers check payable to the City of Whiting or a bid bond in an amount equal to five (5) percent of the bid amount must accompany each bid. All checks from unsuccessful bidders will be returned to them by the City upon selection of the successful bidder. The successful Bidder will be required to provide both a Performance and Payment Bond each portion in the amount of one hundred (100) percent of the Contract amount. Bidders must be experienced in the construction of the type of facilities to be built under the Contract(s) for which a bid is submitted. Bidders and their subcontractors shall be INDOT prequalified to perform the work specified in these contract documents. Materials shall be supplied by an INDOT certified manufacturer. Pursuant to Indiana Code 22-5-1.7-11, the Contractor entering into a contract with the City of Whiting is required to enroll in and verify the work eligibility status of all of its newly hired employees through the E-Verify program. The Contractor is not required to verify the work eligibility status of all its newly hired employees through the E-Verify program if the E-Verify program no longer exists. Pursuant to Indiana Code 5-22-16.5 the City of Whiting may not contract with a person who is engaged in investment activities in Iran. In determining the lowest responsible bidder, the Owner will consider the Total Base Bid and/or any combinations of the total base bid and/or alternate bids made for the Contract. The Owner may also consider all other relevant facts mentioned in the Project Documents or which the Owner may legally consider. The City reserves the right to reject any and all bids or to waive any informalities in the bidding, should the City deem it to be in the public interest to do so. The Work will be substantially completed on or before July 22, 2022 ;General Conditions on or before 10 calendar days from the date of substantial completion.
