Provisions contained in the State of Oklahoma Public Competitive Bidding Act shall be followed. The Owner reserves the right to waive any formalities and irregularities, and the right to reject any or all bids, and to accept any bid he considers advantageous. No bidder may withdraw his/her bid within 30 days after the date of the bid opening.
