Site work, paving and new construction of a mixed-use development in Newkirk, Oklahoma. Completed plans call for the construction of a office development; for site work for a office development; for paving for a office development; sidewalk / parking lot; sidewalk / parking lot; and sidewalk / parking lot.

As of October 11, 2024, an awarded general contractor has been identified. All trades are let. Although a firm timeline has not been confirmed, construction is not expected to start prior to first quarter 2025. The Kaw Housing Authority proposes building a new Housing Services Center (public facility) on tribal trust land, with parking lot and climate resiliency measures and carbon deduction design adjacent to its existing housing authority office. The square footage of this facility will be determined through design. The fixed-price Design-Build contract is estimated to be $1 million dollars and completed by April 2025. This project is federally funded by a United States Department of Housing and Urban Development (HUD) Indian Community Development Block Grant (ICDBG). The project will be inspected by the U.S. Army Corps of Engineers-Tulsa District. The Corps will also review pay applications for the Owner's recommendation to pay. A 100% payment and 100% performance bond will be required at the time of contracting at 30% design. A Certificate of Liability Insurance for the contract price, naming the Kaw Housing Authority as a certificate holder or additional insured, will also be required at contracting. Contractor will make all reasonable attempts to hire minority subcontractors and/or Indian owned businesses and will report subcontracting activity annually. Contractor will hold a local job fair, report monthly progress to Owner with progress minutes and a photo log, and have a superintendent on site during all construction. This is a Request for Qualifications only. There is no site showing and additional questions will not be taken at this time. The Kaw Housing Authority will proceed to a 30% design phase with a responsive and qualified Design-Build team based on the information contained in the RFQ packets. The Housing Authority reserves the right to select a D-B team with or without conducting interviews. *This project has been awarded and all trades have been let.
