Provisions contained in the State of Oklahoma Public Competitive Bidding Act shall be followed. The Owner reserves the right to waive any formalities and irregularities, and the right to reject any or all bids, and to accept any bid he considers advantageous. No bidder may withdraw his/her bid within 30 days after the date of the bid opening. Bids shall be publicly opened and read allowed and shall remain on file at least forty-eight (48) hours thereafter before a contract shall be made and entered into thereon. All interested parties are invited to attend. All applicable city, state and federal requirements must be met by the bid proposal and adhered to if the successful bidder obtains the project. Bids received more than ninety-six (96) hours, excluding Saturdays, Sundays and holidays, before the time set for the opening of bids will not be considered and will be re - turned unopened. All bids shall be submitted in an opaque envelope clearly marked in the lower left corner: "Sealed Bid: City of Newkirk New Safety Center-Earthwork, Site Utilities, Building and Site Concrete, Bid Form #____" along with the time and date of opening. The Owner encourages all bidders to give first consideration to local subcontractors and suppliers and is required to accept the lowest, most responsible bidder.
