Sealed bids for furnishing all plant, labor, materials, equipment and supervision to complete the construction of approximately 2.47 miles of Water Oak Road Improvements from CR 2006 to Mahogany Boulevard and associated improvements in Flagler County, Florida in conformance with the project plans and contract documents. The scope of work includes, but is not limited to the following: Mobilization/Demobilization; Maintenance of Traffic; Control and Abatement of Erosion and Water Pollution; Clearing and Grubbing; Grading, Subsoil Excavation, Excavation and Embankment; Construction of Stabilized Subgrade (LBR 40), Crushed Concrete Base (LBR 150), Type SP 12.5 Structural Course Asphaltic Concrete Surfacing of Travel Lanes, Asphalt Milling and Roadway Resurfacing and Paved and/or Unpaved Shoulders; Paved and Graded Driveway Improvements; Construction of Concrete Gravity Wall, Curb & Gutter and Guardrail; Riprap Rubble Ditch Lining; FDOT Type C Ditch Bottom Inlets, Manholes, Construction/Replacement of Reinforced Concrete Pipe (RCP) or Elliptical Reinforced Concrete Pipe (ERCP) Cross Drain and Side Drain Improvements with Mitered End Sections, Signing, Object Markers, Pavement Markings (Temporary and Permanent) with Raised Pavement Markers (RPMs); Performance Turf Grassing and other related items incidental to the work as the Base Bid. Bidders shall be prequalified by the Florida Department of Transportation (FDOT) in order to be eligible to bid in the following Work Classifications: Drainage, Grading, Hot Plant-Mixed Bituminous Courses and Flexible Paving. All prequalified Contractors submitting a bid must include with their bid proposal a copy of their FDOT Certificate of Qualification. Bids must be accompanied by a certified check, bank draft, or satisfactory Bid Bond, drawn in the favor of Flagler County in the amount of five percent (5%) of the total bid as shown on the Bid Form. No Bidder may withdraw his Bid after the scheduled closing time for receipt of Bids. All Bids must be firm for a period of ninety (90) days after the time set for opening Bids. No person or affiliate who has been placed on the convicted vendors list following a conviction for a public entity crime may submit a Bid for a period of 36 months from the date of being placed on the convicted vendor list. The successful Bidder will be required to furnish and pay for satisfactory Contract Bonds (Performance and Payment) and appropriate Warranty Bond. Upon award of contract, a Certificate of Insurance must be provided indicating compliance with the criteria and for the coverage(s) in the Standard Terms and Conditions of the Agreement between the County and the selected Contractor. Flagler County reserves the right to reject any and all Bids, to award all or segments of the project and to waive any informality in Bids received, all as may be in the best interest of the County.
