Site work and paving for a mixed-use development in Clarks Summit, Pennsylvania. Completed plans call for site work for a playground / park / athletic field; for paving for a playground / park / athletic field; swimming pool; and water / sewer project.

Project consists of site preparation and improvements to including building and site demolition, excavation, drainage installation, fencing, and all items as identified on the construction documents, Bidders shall assemble at this time at the McDade Park Pool, Bald Mountain Road, Scranton, PA 18504.electronic copies of the bid documents can be obtained by contacting the office of H.F. Lenz Co., Consulting Engineers, 1407 Scalp Avenue, Johnstown, Pennsylvania 15904, attention Ms. Kerri Muha at kmuha@hflenz.com. In order to be eligible to submit a bid, prospective bidder must register and receive the bidding documents directly. An electronic copy of the bidding documents sent via email will be at no cost. NOTE: No cash can be accepted for the bid documents. Check or money order to be made payable to the H.F. Lenz Company. Prospective bidders can address all questions to the office of the engineer at (717) 461-3916 attention Mr. Bryan Clement. A certified check or bank draft, payable to the order of the Lackawanna County, negotiable U.S. Government Bonds, or a satisfactory Bid Bond executed by the Bidder, and an acceptable surety authorized to do business in the Commonwealth of Pennsylvania, in an amount equal to ten percent (10%) of the bid for the Phase I Site Preparation in support of the McDade Park Pool Renovation and Splash Pad Installation shall be submitted with each bid. The successful bidder will be required to furnish and pay for satisfactory performance and payment bonds each in the amount of 100% of the contract price, and certificate of insurance prior to the award of the contract. 1. Contractor agrees to comply with all applicable state statutes and regulations including, but not limited to, the Building Energy Conservation Act, Davis-Bacon Wage Act or the Resident Labor Requirements Act, the Steel Products Procurement Act, the Trade Practices Act, the Public Works Contractor's Bond Act of 1967, and the Flood Plain Management Act. The Contractor must also comply with the Americans with Disabilities Act and agrees to minimize pollution and will strictly comply with all applicable related laws and regulations. 2. Contractor agrees to comply and adhere to the construction schedule as stated and provided for the completion of this project. 3. The Contractor agrees to comply with nondiscrimination/sexual harassment provisions and will include such provisions in all contracts and subcontracts. 4. Contractor must ensure that no Contractor or subcontractor is currently under suspension or debarment by the Commonwealth, any state, or the federal government. 5. Contractor must actively recruit minority and women subcontractors or subcontractors with substantial minority representation among their employees. 6. Contractor and its subcontractors shall furnish progress reports, status reports, project account statements, certificates, approvals, etc. 7. All pertinent records must be maintained by the Contractor and all subcontractors for seven (7) years from the end of the contract. Work under this contract is subject to the requirements of the Davis-Bacon and Related Acts. Wage rates associated the Davis-Bacon and Related Acts applicable to this Contract are included. All requests for information shall be submitted in writing to the office of the Engineer at bclement@hflenz.com on or before 5:00 PM EST, May 6, 2022. Requests for information will not be accepted after 5:00 PM on May 6, 2022. Lackawanna County reserves the right to reject any or all bids or to waive any informalities in the bidding. Bids may be held by the Owner for a period not to exceed sixty (60) days from the date of the opening of the bids for the purpose of reviewing the bids and investigating the qualifications of the bidders prior to awarding the Contract.
