Site work, new construction and renovation of a civil project in Pulaski, Virginia. Completed plans call for the construction of a water / sewer project; for the renovation of a water / sewer project; and for site work for a water / sewer project.

035646 The Work includes the furnishing of the labor, materials, and equipment and the construction of the following: Installation and connection of new Needmore (High Zone) pumps located at the water treatment plant; construction of a new Veterans Hill water storage tank; construction of a new water line interconnection at Wolfe Lane; miscellaneous appurtenant piping, site work, utilities, and facilities. Bid shall be on a firm Lump Sum basis for each of the Bid Items identified in the Base Bid Schedule of the Bid Form. The Total Base Bid Price will be the cumulative sum of the extension of the bid quantities times the unit prices for each bid item. Each Bid shall be accompanied by bid security as described in the Instructions to Bidders. The Successful Bidder will be required to furnish performance and payment bonds as described in the General Conditions. The Contract Time is defined in the General Conditions and specified in the Agreement. Bidders are required under Section 54-1.1112 of the Code of Virginia to show evidence of Certificate of Registration before their Bid may be received and considered. The Bidder shall place on the outside of the envelope containing the Bid, the information required by the Instructions to Bidders. The qualifications, resources, and experience of the Bidder in the area of pump station construction, water line construction, and design and construction of glass-fused to steel water storage tanks are considered to be essential for timely completion of this project. Qualification of Bidder shall also be in accordance with Article 1.3 of the Instructions to Bidders. Further, the Owner may make such other investigations as he deems necessary to determine the ability of the Bidder to perform the Work, and the Bidder shall furnish to the Owner all such information and data for this purpose as the Owner may request. The Owner reserves the right to reject any Bid if the evidence submitted by, or investigation of, such Bidder fails to satisfy the Owner that such Bidder is properly qualified to carry out the obligations of the Contract and to complete the Work contemplated therein. Owner reserves the full and unconditional right to waive irregularities and to reject any or all Bids. The Successful Bidder shall be determined on the basis of the lowest, responsive, and responsible proposal in accordance with the Instructions to Bidders. The Contract awarded under this Invitation to Bid is expected to be funded in part from the Virginia Department of Health (VDH) Drinking Water State Revolving Fund (DWSRF) Fund. VDH DWSRF requirements are included in the Instructions to Bidders and Supplementary Conditions and are a condition of this Contract. The Contractor is required to abide by Build America Buy America (BABA) requirements, if applicable. No Bid may be withdrawn for a period of 60 days after the date of bid opening except in accordance with Section 2.2-4330 of the Code of Virginia, as amended. The Owner, as Contracting Authority, has selected the first procedure for the withdrawal of bids as set forth in the section of the Code as cited above. In accordance with the Code of Virginia, Section 2.2-4343.1, the Owner does not discriminate against faith-based organizations or on any other basis prohibited by state or federal law. The Owner does not discriminate on the basis of race, color, national origin, sex, age, disability, or religion. The Owner encourages participation and bid submission from any Disadvantaged Business Enterprises (DBE) and/or Minority or Women Business Enterprise (MBE or WBE) capable and otherwise qualified to perform work defined by this construction contract. The Successful Bidder must comply with the Presidents Executive Order #11246, prohibiting discrimination in employment regarding race, creed, sex, or national origin; Executive Orders #12138 and 11625 regarding utilization of MBE/WBE subcontractors in the performance of this Contract; provide certification that they do not or will not maintain or provide for their employees facilities that are segregated on the basis of race, color, creed, or national origin; comply with the provisions of Civil Rights Act of 1964; comply with the President's Executive Order 13658 regarding minimum wages on federally-funded construction projects; comply with the Davis-Bacon Act; and comply with Section 436 of P.L.113-76 American Iron and Steel Requirements. Project consists of all work needed to demolish the existing High Zone (Needmore) pump station and install new High Zone (Needmore) pump station. Project also includes all work needed to install a Glass-Fussed-to-Steel elevated water storage tank, including all the valves, piping, related appurtenances, mixing system, and interior pedestal room. The project also includes a new 8-inch water line in Wolfe Lane with all the related valves and appurtenances, and two tie-in locations in VDOT right of way. 1. Project Location: a. High Zone Booster Pump Station: 911 Randolph Avenue, Pulaski, Virginia 24301. b. Elevated Water Storage Tank: 5001 Old Robinson Tract Rd, Pulaski, VA 24301 c. Water line: Wolfe Lane and intersection with Snider Hill Road, Pulaski, VA 24301 The Work includes: a. At water treatment plant location, relocate or reconfigure existing facilities and set up temporary configuration with existing high zone booster pump(s) to allow new work in the existing footprint. b. Prepare electrical, communications, controls, and SCADA for new pumps and VFDs. Prepare concrete pad and piping and valves for new pumps. c. Remove existing high zone booster pumps and install new high zone booster pumps within allowed operational window for shutdown. d. Install new high zone booster pumps. e. Construct new elevated water storage tank on the same site as the existing Veterans Hill storage tank. Existing tank shall remain in service, including communications with water treatment plant, through construction. Tank draining and subsequent removal of altitude valve and isolation of the tank shall be done after new tank and High Zone (Needmore) pump station are in service. Demolition of the old Veterans Hill tank will be done by others under separate contract at a later date. f. Construct new 8-inch water line in Wolfe Lane with two tie-in locations to existing lines in Wolfe Lane and Snider Hill Road. All work is in VDOT right of way
