The Town of Windsor will require the services of a professional landscape design firm for the design of the Historic Halfway Homestead, a locally designated historic site. The aim of this RFP is to contract with a qualified firm who will agree to be available to provide quality, professional services in a timely manner to maximize efficiency. Applicant will submit a total fee proposal for performing the entire project as a lump sum. Please subdivide the work based on the scope of services below. Reimbursable expenses and hourly rates that occur outside of the described work can be submitted on a separate page in the proposal package. The Historic Halfway Homestead (formerly referred to as Jacoby Farm) is Windsor's first locally designated historic landmark site. It comprises two important historic buildings including the oldest extant building in Windsor and a farmhouse built in 1907. The grounds surrounding these buildings will become an interpretive park that will educate the community about Windsor's agricultural history. Features will include outdoor learning spaces, educational and rentable community garden space, an agriculture-themed playground area, open and enclosed areas for small farm animals, and interactive landscape and interpretive features. Some structures on the site will be demolished, but others must become part of the interpretive landscape of the site. These include a historical metal grain bin and a large wooden barn. The barn does not need to remain extant, but the barn wood needs to be incorporated into whatever new structure takes its place. The selected firm will also consult with the Windsor Arts Commission to ensure that public art is incorporated into the site. May 26, 2022 @ 12:00 p.m. Deadline for Questions June 9, 2022 @ 12:00 p.m. Proposals due Week of June 20, 2022 Award June 20 through September 16, 2022 Design Process Questions regarding this RFP shall be directed in writing to Tara Fotsch, Deputy Director Parks, Recreation & Culture, by email only at tfotsch@windsorgov.com Professional shall furnish a performance bond in an amount at least equal to the Payment to Professional set forth in Section VI above as security for the faithful performance of all Professional's obligations under the this Agreement. The performance bond shall be in the form approved by the Town's representative. The Town of Windsor reserves the right to reject any and/or all proposals, to further negotiate with the successful consultant and to waive informalities and minor irregularities in proposals received, and to accept any portion of the proposal if deemed to be in the best interest of the Town of Windsor to do so. The total cost of preparation and submission shall be borne by the consultant. The method of Contractor Selection has not been Determined at this time
