Renovation of a water / sewer project in Lakeport, California. Completed plans call for the renovation of a water / sewer project.

For the construction of the Big Valley Rancheria Water Treatment Plant Improvements Project. Located on Big Valley Rancheria in Lakeport, California, the Project generally consists of development of a new water treatment plant site and gravel access road, construction of a new 2,100 square foot water treatment pre-engineered metal building, and installation of a new multi-process drinking water treatment system which will provide drinking water and water for fire suppression to Big Valley Rancheria residents and businesses. In addition, the project will extend Big Valleys existing water distribution system to provide fire and drinking water to BVR's community center. The project also includes construction of a new 260,000 gallon bolted steel water storage tank and furnishment and installation of new water distribution pumps at the new water plant. The water treatment building will contain a large water treatment process room and interior framed rooms, which include an office, laboratory, electrical room, ADA compliant restroom, and a chemical storage room. The 100 gallons per minute water treatment system generally consists of the following unit processes: biological ammonia removal, iron and manganese filtration, ion exchange softening, and aeration for the removal of carbon dioxide and increase in pH for corrosion control purposes. The Project also includes integration of an existing water storage tank, distribution pumps and fire pump located at Big Valley's existing combined water/wastewater plant located approximately 400 feet east of the new treatment plant. The Contractor will be responsible for purchasing and installing the water treatment equipment, which will be supplied as multiple pre-assembled equipment skids. The construction is estimated to cost approximately $4.1 million. No questions will be accepted after July 18, 2022. The subject line in email correspondence should be as follows: "Big Valley Rancheria WTP Improvements-Contractor Questions." Prospective Bidders shall be licensed Contractors in the State of California and shall be skilled and regularly engaged in the general class or type of work called for under the Contract. Each Bidder shall have a Class "A-General Engineering" California Contractor's license. Funding for this project is provided by the United States Department of Agriculture (USDA) Rural Development, Environmental Protection Agency (EPA) and Indian Health Service (IHS). State of California prevailing wage requirements do not apply to this contract, nor do any requirements of the State of California associated with the use of these State Prevailing wages. Federal Davis-Bacon wage requirements do apply to this project. Bidders are notified that financing for this project is provided pursuant to the Consolidated Farm and Rural Development Act (7 U.S.C. Section 1921 et seq.) and that as allowed in Public Contract Code Section 22300, this contract does not provide for substitution of securities for any monies withheld by the Owner to ensure performance under this contract. Bidders are further notified that this contract does not permit retainage to be placed in escrow nor to be invested for the benefit of the contractor. Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All iron and steel products used in this project must be produced in the United States. The term "iron and steel products" means the following products made primarily of iron and steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials. The de minimis, minor components, and pig iron and direct reduced iron waivers apply to this Contract.
