All work must be completed within 120 working days after the commencement date stated in the Notice The qualification requirements shall apply to any bid proposal submitted on or after March 1, 2015, and any contract for public work entered into on or after April 1, 2015. Proof of registration must be submitted with the bid proposal. The project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. A contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal, subject to the requirements of Section 4104 of the Public Contract Code, or engage in the performance of any contract for public work, as defined in this chapter, unless currently registered with the California Department of Industrial Relations and qualified to perform public work pursuant to Labor Code section 1725.5. The registration period begins July 1, 2014. The Contractor may elect to receive one hundred percent (100%) of payments due under the Contract without retention by the City by depositing securities of value equivalent to the retention amount with the City in accordance with Government Code Section 4590. The general contractor for the project shall have a Class A or B license. All terms and conditions contained in the contract documents including the Instructions to Bidders shall become part of the Contract. No bidder may withdraw his bid for a period of sixty (60) calendar days after the time set for the opening thereof. Pursuant to Section 1770 to 1780 inclusive, of the California Labor Code, the successful bidder shall pay not less than the prevailing rate of per diem wages as determined by the Director of the California Department of Industrial Relations. Copies of such prevailing rate of per diem wages are on file at the office of the City Engineer, which copies shall be made available to any interested party on request. The successful bidder shall post a copy of such determination at each job site. All subcontractors employed by the contractor shall pay not less than the specified prevailing wage rates to all workers employed in the execution of the Contract.
