Renovation of a municipal facility in Port St Lucie, Florida. Completed plans call for the renovation of a municipal facility.

The intent of the City is to procure the services of one (1) or more qualified State of Florida General Contractors for the Fiber Optic Design, Material, Supplies & Installation for the Connection of Fiber Infrastructure in six main areas of the City. The bid may be broken down into six phases to be bid individually or into one large bid. The scope applies to all phases. The scope of work is to complete the connection between the six main areas broken into phases detailed below. The connection will be installed from the existing pull boxes listed which shall connect to the existing fiber optic system already connecting other facilities. The awarded contractor must be able to begin work by this date 10/01/2022. The awarded contractor must be able to complete work by this date 03/30/2024. Bids must contain a schedule of predicted timelines in their responses. The awarded contractor must have the ability to meet the City of Port St Lucies Fiber Optic Network Minimum Design Standards and obtain materials (attached to E-Bid) All lane, road and sidewalk closures shall comply with FDOTs standard plans. If FDOT standard specifications do not cover the situation at hand, then a signed and sealed temporary traffic control plan (TTCP) shall be provided by a professional engineer licensed in the State of Florida by the contractor. Any requested lane or sidewalk closures must be reviewed and approved by the appropriate authority ( i.e City, County or FDOT ). In addition to the MOT/TTCP requirements, ROW permits will be needed from the City and or County and FDOT. The awarded contractor will be responsible for all permitting for the awarded project. The awarded contractor must supply the city with a stock of a minimum of the following per phase: o Pull-Boxes; 17" x 30" x 24", 24" x 36" x 24", 30" x 48" x 36" two-piece lid (two of each) o Fiber enclosure; Tyco FOSC: FOSC-450 Series FOSC-450-C-6 Port (1) o Splice Tray: FOSC-ACC-D- Tray-36 (6) o Slack Basket: FOSC-ACC-C- Basket (1) Slack Basket: FOSC-ACC-C- Basket (1) a new fiber enclosure does not require a re-entry kit for each phase of the segmented project. The products must be delivered in the appropriate way to the specified drop off location. The attached maps contain the proposed routes; these routes are preferred in order to create fault tolerant pathways. The city will provide splice diagrams for its tie in points to our existing fiber. The awarded contractor will be required to submit all splice diagrams along with the as-builts that will include GPS Coordinates of the system. The awarded contractor will provide Lids/Markers to have engraved / labeled respectively with " City of Port St. Lucie". The awarded contractor must be aware of the LMS requirements specified in the City of Port St Lucie's Fiber Optic Network Minimum Design Standards. The awarded contactor must install pull boxes every 700 feet per City of Port St Lucie's Fiber Optic Network Minimum Design Standards. The pull boxes lids must be bolted down and include an apron per page 42 of the City of Port St Lucie's Fiber Optic Network Minimum Design Standards. The City will provide additional security bolts - One per pull box ; to be installed during the final inspection by the awarded contractor. The awarded contractor must be licensed as a State of Florida Underground Utility and Excavation Contractor and also have a RCDD (Registered Communication Distribution Designer) on staff. The awarded contractor must provide bi weekly / monthly reports with pay applications to the City's project managers on status of project; including and not limited to the progress of design, dig and install timeline, the awarded contractor must have bi-weekly virtual meetings with the City Project Manager. The awarded contractor must be able to Turn in Factory Fiber Optic Reel Test Reports within 30 days of Bid acceptance. - Failure to comply with this requirement may result in the bid rejection. The submitted bid must contain three good references from similar long haul fiber projects. Awarded contractor must have as OSP (Outside Plant) designer on staff and the project manager *must be an RTPM (registered telecommunication project manager) to perform segmented inspections with the City Staff. All work shall be in accordance with the City's Fiber Optic Specification 2022 as well as the Qualified Products List (QPL). CERTIFICATION REQUIREMENTS Selected Vendor must have FDOT Approved Work Classes: Roadway Signing Fiber Optic Cable Installation Splicing / Testing PHASES The project shall provide protection against 190 MPH wind or the wind speed protection and impact requirements indicated by the effective Florida Building Code or any other applicable codes at the time permits are issued. Activities shall be in strict compliance with Federal, State and Local applicable Rules and Regulations. Bid Bond 5% Plan (blueprint) None
