It is expressly understood and agreed that in case of the failure on the part of the successful bidder, for any reason, except as herein provided, to complete the furnishing and delivery of the materials and the doing and performance of said work within the aforesaid time period, the County shall deduct from any monies due or which may become due to the successful bidder, or if no monies shall be due, the County shall have the right to recover the amount of One Hundred ($100.00) Dollars per day, as liquidated damages, for each and every calendar day elapsing between the time stipulated for the completion and the actual date of completion.
