Renovation of a clubhouse / community center in Winston, Oregon. Completed plans call for the renovation of a clubhouse / community center.
The Community Center is located at the west side of the Winston Community Park. Estimated construction cost is between $215,000 and $235,000. The project consists of the following major items of construction: Community Center Roof Rehabilitation: Clean and prepare existing roof for TPO membrane overlay; Clean up and remove all debris; Assess proper drainage slope of existing roof to ensure proper drainage; Remove existing cap sheet and undulation around existing roof drain penetrations and remove any materials with signs of water damage or staining; Install new HD roof underlay boards; Install new two-way breather roof vents through cap sheet to relieve potential moisture underneath the existing roof. Vent locations and type to be as recommended by and provided by Carlisle; Reset all roof drains to final proper elevations; Install new flashing on all penetrations and drains; Install new 60-mil Carlisle TPO membrane over new HD board; Install custom curbs and flashing; Re-use existing cap metal and Reglet metal. Miscellaneous Repairs & Weatherizing Work as identified in the inspection report, provided as part of the bidding documents: Miscellaneous minor weather proofing and sealing, including grouting, sealing, calking & crack sealing. This work will include work identified in the inspection report, including caulking of all facia seams, grouting of cracks and loose or missing grout joints on the patio walls; Window and skylight replacements, including six (6) skylights, and one window to the Teen Center. Weatherization of the main entrance awning will be required as leaking is witnessed on the bottom side of the awning. Contractor shall obtain the required construction permits from the City of Winston and Douglas County Building Department. Bidding documents may be examined at the following locations: Daily Journal of Commerce; Contractor Plan Center; Douglas County Plan Center; Medford Builders Exchange; Eugene Builders Exchange; Premier Builders Exchange; and Salem Contractors Exchange. Bids will be received on a unit price basis for all of the work. No bid will be considered unless fully completed in the manner provided in the Instructions to Bidders and accompanied by a bid security executed in favor of the Owner in the amount not less than 10% of the total amount of the bid. Bidders must prequalify with Owner as specified in the Instructions to Bidders, five (5) days prior to bid opening. Each Bidder must submit a first-tier subcontractor disclosure form to the Owner within two working hours of the time for receipt of bids in accordance with ORS 279C.370. This contract is for a public work subject to ORS 279C.800 to 279C.870. Prevailing wage rates for public works contracts in Oregon are required for this project (PWR 2022). No bid will be received or considered by the Owner unless the bid contains: 1) a statement that bidder will comply with the provisions of ORS 279C.840 and 2) a statement as to whether the bidder is a resident bidder as defined in ORS 279A.120. The Owner reserves the right to reject any or all bids, to waive all informalities, and to accept such bids that in the opinion of the Owner are in the best interest of the Owner. No bidder may withdraw or modify his/her bid after the hour set for the receipt of bids. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
