Questions about the meaning, intent or completeness of the Bidding Documents, which may modify, change, increase, or decrease the scope of work, shall be submitted to ENGINEER in writing at least ten (10) calendar days prior to receipt of bids. I Bids will be received on a unit price basis for all of the work. No bid will be considered unless fully completed in the manner provided in the Instructions to Bidders and accompanied by a bid security executed in favor of the Owner in the amount not less than 10% of the total amount of the bid. *The value for this project is based on a financial range.
