All proposals must be made on the required forms prepared and executed fully and properly. Proposed prices shall be based on the selected proposer furnishing all labor, supervision, administration, design, incidentals, bonds, insurance, and any other services required to complete the work in strict accordance with this RFP. All fees and costs must be disclosed in the proposal. Question Deadline 09/01/2022 at 3:00 PM ET In the subject line of the email, reference Packet #167-22: Prime Professional Consulting Services. Questions are gathered until the deadline and answered in an addendum. Addendums are issued after all questions are received and answered. The consultant will complete a sealed set of plans, sealed bidding documents, cost estimates, a project schedule and other such work to show the proposed improvements on the site. a. This work will include soil borings, if determined by the consultant to be needed; costs for any proposed soil borings shall be noted in the scope of work. Topographical survey - gather an appropriate amount of topographical data to accurately design the project. This survey work will include, but is not limited to, elevations, water levels, utilities (above and below ground), existing park features, trees, road rights-of-way, and other such data that will be necessary to accurately design the project. Construction Administration - the consultant will observe the construction of the project to ensure the project is constructed as designed, approve pay applications, prepare any change orders, attend regular progress meetings, prepare a final punch list and assist the County in the close out of the project. Bidding - the consultant will provide the County with sealed bidding documents. The County will prepare the bid front end documents. The consultant will be available for bidding services, including, but not limited to, attending meetings, and assisting the County in answering questions and preparing any necessary addenda. The consultant will also assist the County in evaluating the bids and making a recommendation for award. Permitting - the consultant will be responsible for identifying the required permits necessary for the project and then preparing and submitting permit applications, as necessary. Permit application fees will be reimbursed from the County. Grant Administration - The consultant will assist the County in developing and uploading the required documents to the DNR website, MiGrants, for the project agreement, PSB submittal, reimbursements, and final close out. These documents will include, but are not limited to, plans, bidding documents, implementation schedule, cost estimate, reimbursement documents, including photographs and an as-built site plan. a. Project Agreement submittals, including boundary maps, legal descriptions and resolutions have already been completed. Deliverables - Plans, Specifications, Bid Documents, Cost Estimates and Schedules, as described above. At the conclusion of the project, the consultant will deliver all files for the project(s) in their original format (Word, Excel, AutoCAD, GIS, etc.). The method of contractor selection has not been determined at this time.
