Project Description: Snohomish County Public Works Red Bridge # 537 is located on Mountain Loop Highway over the South Fork of the Stillaguamish River. The 3-span bridge is 209-feet long with 26 feet curb to curb width and was built in 1954. The bridge consists of a 161-foot-long steel through truss and two 25-foot reinforced concrete girder approach spans on each end. Red Bridge provides the only year-round access to properties on the Mountain Loop Highway east of the bridge. The bridge is also an important resource for recreational visitors to the Mount Baker-Snoqualmie National Forest. The ADT on bridge is 824 for 2018. The County has received federal bridge program funding for this preventive maintenance project. There is a federal DBE requirement of 19% for this consultant contract. Design work under this RFQ includes, but is not limited to, engineering/permitting services to repaint bridge structural steel, replace loose rivets, and repair minor steel members Estimated start date: January 1, 2023, and end date December 31, 2026. Scope and Nature of the project: The Department of Public Works seeks to hire a consulting team to inspect, evaluate and develop engineering, permitting, and construction documents for preventive maintenance on Red Bridge # 537. The following major items of work are anticipated: Project Management Structural inspection and evaluation Structural engineering Traffic control plans Preparing technical reports and/or information to support a NEPA-Documented CE Section 106 compliance documents Permitting support for all applicable environmental permits Agency coordination Bidding documents including plans, specifications, engineer's estimate Construction Support Services Bridge Inspection and Load Rating The County reserves the right to retain the services of the successful firm(s) for any subsequent phases (R/W, CN) associated with this/these project(s). The RFQ shall be evaluated on the following criteria: 1.Experience/Similar Projects 2.Qualifications/Experience of Key Engineering/Inspection Team Members 3.Approach to meet the DBE Goal 4.Ability to Adhere to Submittal Requirements 5.Sustainability 6.ProForma Agreement Review 7.Legal Action 8.Disclosure 9.Non-Disclosure Request Federally funded projects shall be held to Federal EEO requirements.
