The City of Kelso is seeking proposals from a consultant team to provide civil engineering services for a FHWA funded transportation study to recommend measures to improve traffic operations and safety for all users on the Allen Street corridor between about 8th Av and about 17th Av, and including the I-5 on and off ramps for the next 20 years. Background Due to traffic volumes, proximity to I5, short intersection spacings, and presence of nearby schools and businesses, traffic backs up at the intersections within this corridor frequently each day. For example, several times a day at the inter section of Kelso Drive, Minor Road and Allen Street, motorists on Kelso Drive and Minor Road are forced to wait through several signal cycles to pass through the intersection with Allen. This also occurs at other intersections in the corridor. Traffic on Allen generated by, and flowing to, the I-5 ramps contributes to the congestion. Although, minor traffic flow improvements have been realized through refinement in the signal operations, the congestion has not improved significantly. This study area was part of a larger SR 4 Corridor Planning Study completed by WSDOT in 2022. Objectives The objectives of the study are to prepare alternative solutions to improve the traffic operations and safety for motorists, pedestrians and bicyclists in the study area, and to work with staff, the public, and City Council to develop a set of recommended improvements, along with potential impacts, cost estimates and phasing of the improvements if needed. Scope The study scope includes data gathering, geometrics, alternatives analysis, traffic engineering and modeling, preparation of concept plans, preparation of cost opinions for design, right of way and construction, potential funding sources and analysis, environ mental and permit analysis, preparation of design/right of way/construction schedule, public involvement, report writing and presentation of findings, alter natives, and recommendations to City Council. The grant application, award letter, prospectus, and vicinity map of the study area. This planning study has a DBE goal of 16%. Proposal Requirements 1. Letter of Interest (one page maximum ) signed by a principal of the firm with a statement of availability to complete the work (Pass/Fail) 2. Team Qualifications (30 points maximum): o Experience with similar transpor tation planning studies - Share how the experience of the firm(s). participate in an informal interview, however, the City reserves the right to select a consultant firm without completing interviews. Include examples of the project team members working together on prior studies. o Key staff qualifications - Provide a summary of qualifications and work expeirenic of key professional staff on your consultant team, including sub consultants, specific to actual tasks performed on other projects (abbreviated 1-2 page resumes in the Appendix are acceptable). o Key staff roles and responsibilities - Describe the specific roles and responsibilities of team members including all key sub consultant team members. Provide clear descriptions of responsibility, availability, and the propor tion of their time they would spend on the assignment. Indicate primary office location of key staff including subcon sultants. o Dedication of staff - Describe how you will maintain continuity and availability of key staff for the duration of the study assignment. 3. Understanding and Approach to the study (50 points maximum): o Study understanding - Communi cate the team's understanding of existing conditions, study elements, and study goals. o Study approach - Describe the team's approach to addressing key issues and successful delivery of the Study including how the team will address the study's challenges and constraints. o Answer the question: Why the City should select this firm This is the opportunity to explain why the firm's unique approach and superior capabilities would lead to selection by the City. Prior work experience with the City, and history of project excellence in other areas all can be presented in this section. 4. Schedule (15 points maximum): o Provide a schedule for completion of the study assignment work, based upon your team's availability, and under standing of the study scope, constraints, and challenges. Provide references, including names and telephone numbers, of at least four previous clients with similar projects. Proposals that fail to comply with these requirements will be rejected. The City encourages disadvantaged, minority, veteran, and women-owned consulting firms to respond. Submittal Requirements and Selection Please provide a short proposal, accompanied by brief summaries of rele vant project experience (up to 10 projects) from the last six years and abbreviated resumes of the core project team. Clear, concise and creative responses are highly valued. The ideal submittal will consist of 10 pages or less, but there is no limit to the submittal size.
