Demolition, site work, paving and new construction of a bridge / tunnel in Keystone, South Dakota. Completed plans call for the demolition of a bridge / tunnel; for the construction of a bridge / tunnel; for site work for a bridge / tunnel; and for paving for a bridge / tunnel.

The work generally consists of: Schedule 1: Str No.:52-317-435 Removal of existing abutments, installation of new 40-3 1/2 prestressed concrete double tee bridge with H pile abutments and T101 Bridge Rail. Work also includes minimal approach grading, rip rap and other associated improvements. Schedule 2: Str No.: 52-318-435 Removal of existing structure (33-0 single span timber bridge w/timber deck and timber abutments), installation of new 40 prestressed concrete double tee bridge with H pile abutments and T101 Bridge Rail. Work also includes minimal approach grading, rip rap, surfacing and other associated improvements. One contract may be awarded. The award will be based on the lowest responsive, responsible bids on the Base Bid Schedules and Additive Alternates selected by the OWNER. Contract Time: 1. Schedule 1 and Schedule 2 Base Bid shall be substantially complete and ready for OWNER use and pre-final inspection no later than November 3, 2023. 2. No work will be allowed between Memorial Day and Labor Day due to heavy tourist traffic. 3. All construction shall be finally complete and ready for final payment within thirty (30) calendar days of substantial completion. 4. The CONTRACTOR shall pay the OWNER $1,600.00 for each day or part of a day that expires after the time specified for Substantial Completion of any construction schedule until the Work is substantially complete. Each bid will be submitted on the basis of a cash payment for work. A Bid must be accompanied by Bid Security made payable to Owner in the form of certified check or cashiers check, in the amount not less than five percent (5%) of the total amount of the bid, or Bid Bond in the amount of ten percent (10%) of the total amount of the bid, and made payable to the Owner, as a guarantee of the bidder entering into a contract for the construction of the work and furnishing of a 100% performance and a 100% payment bond. All bonds shall comply with the appropriate provisions of the South Dakota Codified Laws. The bid bond and a copy of the contractors South Dakota Contractor Excise Tax License shall be in a separate envelope attached to the outside of the bidding documents. All bids must be sealed. No bid will be read or considered which does not fully comply with the above provisions as to Bond and Licenses, and any deficient bid submitted will be resealed and returned to the Bidder immediately. The OWNER retains the right to reject any or all of the bids submitted and to waive any informality in any bid and to hold all bids for a period not to exceed forty-five (45) days from said date of opening bids and to hold the three low bids and bid securities for a period not to exceed forty-five (45) days from said date of bid opening, and to accept the bid which is in the best interests of the OWNER, and to reject the bid of any party who has been delinquent or unfaithful in the performance of any former contract with the OWNER.
