Renovation of an educational facility in Corvallis, Oregon. Working plans call for the renovation of a 153,000-square-foot educational facility.

“As of May 02, 2023, the owner has selected a Construction Manager. A timeline for construction has not yet been established.” Oregon State University ("OSU" and/or "Owner") is conducting a competitive ONE OR TWOSTEP Request for Proposals (RFP) process to retain one (1) construction firm with cooling expertise to provide Construction Manager/General Contractor ("CM/GC") services in support of the Kelley Engineering Cooling District project (the "Project"). Question deadline: october 24, 2022 at 5:00 pm pacific time (PT) All questions shall be submitted via e-mail to constructioncontracts@oregonstate.edu by the Question Deadline in order to be addressed. The email subject line should contain the Solicitation Number/Name and Firm Name. Location. Opened in 2006, the 153,000-square-foot Kelley Engineering Center ("KEC") is home to the School of Electrical Engineering and Computer Science. A dramatic departure from most academic engineering buildings, it was designed to drive collaboration and innovation among faculty, students, and visiting business partners and was the first building of its kind to earn a Leadership in Energy and Environmental Design (LEED(R)) gold certification by the U.S. Green Building Council. Inspired by OSU's vision for becoming a top-tier engineering school, Martin N. Kelley ('50), an OSU civil engineering graduate and retired vice president of the Fortune 500 Kiewit Corporation, donated $20 million toward construction of the building.1 Contractor shall provide preconstruction services including a kick-off meeting, existing conditions review, order of magnitude cost estimates, general preconstruction services (including proposed schedule and estimated costs for each design phase), a GMP proposal for each phase of work and physical construction activities necessary to replace the cooling system per the design. Estimated notification of finalists (if necessary) November 17, 2022 Interviews (if necessary) Week of November 28, 2022 Notice of Intent to Award By December 5, 2022 Estimated Contract execution By January 3, 2023 OSU will make every effort to adhere to the above schedule. It is however, subject to change. It is the Proposer's responsibility to continue to monitor the OSU Business and Bid Opportunities website for Addenda. Failure to acknowledge any Addenda in the Transmittal Letter may cause your Proposal to be considered non-responsive Preconstruction budget is $60,000. The total Project budget is not being released at this time. Summary of Work. KEC's cooling system is operating at minimal capacity with no backup systems in place. It is critical that a temporary solution be put in place to provide reliability to Kelley Engineering Center and a new, reliable solution be implemented. It is anticipated this Project will be completed in three (3) phases. Phase 1 will allow for a temporary solution to serve the needs of KEC. Phase 2 will be the implementation of the utility plant equipment into the basement of KEC as well as additional piping to the future Collaborative Innovation Complex (CIC) project. Phase 3 will include the addition of a heat recovery chiller plant. Further details about each phase are provided in the following paragraphs. For Phase 1, the new temporary chiller will be located outside of KEC on the north side of the building on top of the basement mechanical relief air well. The unit will be 60 tons with the ability to serve winter cooling loads. This unit should be operational for the 2023 cooling season. Specifications for this unit are provided in Exhibit 4. After completion of phase 3 this unit will be returned to facilities for implementation on other projects. Procurement of this chiller will be the foremost priority to eliminate delays for lead time. An Early Work Amendment (EWA) is anticipated during preconstruction for the procurement of this unit. Phase 1 work will also include chiller demo and removal, new piping and controls equipment to operate the new temporary chiller, electrical and mechanical demo, and connections as needed. The schematic design report from Systems West Engineers in Exhibit 3 contains the specifics on phase 1 and general outlines for phase 2 and 3. While on site, the CM/GC may be asked for proposal requests for additional items for building system operations and system renewal scopes that the OSU project team identifies as critical to the building. This system is intended to be connected to the CIC project in the next two years. Final connections to the CIC are not included in this Project. 1.5 Scope of Services. Contractor shall provide preconstruction services including a kick-off meeting, existing conditions review, order of magnitude cost estimates, general preconstruction services (including proposed schedule and estimated costs for each design phase), a GMP proposal for each phase of work and physical construction activities necessary to replace the cooling system per the design.
